SCOPE OF WORK. The contractor shall provide all management, transportation, tools, supplies, equipment, and labor necessary to perform comprehensive airfield vehicle gates maintenance and repair services on Joint Base Langley-Eustis (JBLE), Langley Air Force Base (LAFB), Virginia (VA) in a manner that shall ensure continuous and reliable service. The contractor shall provide all labor, equipment, transportation, materials, and perform all operations necessary to conduct comprehensive inspection, repair, and maintenance of the airfield vehicle gates by certified technician. The service shall include preventative maintenance, along with complete one-time repair of all vehicle gates designated and the ability to complete comprehensive repairs in the future if necessary. The contractor shall provide a detailed report custom tailored to the airport, documenting all work performed and actions taken. DRAFT -- 3 of 17 -- Page 4 of 17 PWS Airfield Vehicle Gates and Maintenance and Repair Service 26 06 26 2.0. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Airfield Vehicle Gates Maintenance as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 2.1. Quarterly Inspections and Maintenance. The Contractor shall perform quarterly preventative inspection and maintenance (3 times per year on the base year and 4 times per year in each option year) on eight (8) slide gates with motors including gates 1, 8, 9, 10, 15, 16, 18, and 19. Each visit shall include, but not be limited to, the following inspection and service items: • Inspect and tighten hinges, rollers, and mounting brackets. • Inspect tracks, alignment, and security. • Lubricate rollers, bearings, hinges, and internal operator components. • Check and adjust chains, sprockets, pulleys, and clutches. • Check gear reducer oil levels. • Inspect belts for wear. • Check electrical connections and all safety devices for proper operation. • Verify the overall operation of the gate and access system. 2.2. Initial Maintenance and Repairs. The Contractor shall furnish and install all parts and labor necessary to ensure eight (8) mechanical vehicle gates including gates 1, 8, 9, 10, 15, 16, 18, and 19, are brought to a fully operational state including but not limited to the following repairs: • Gate 9: Install LM 585 Chain guard kit or current-generation equivalent, Main Control Board, Power Supply Board, and Manual Release. • Gate 10: Install LM 585 Chain guard kit or current-generation equivalent and Power Supply board. • Gate 15: Install new Main Control Board. • Gate 8: Install LM Chain guard kit or current-generation equivalent and new top and bottom rollers. DRAFT -- 4 of 17 -- • Gate 1: Install LM Chain guard kit or current-generation equivalent and new top and bottom rollers. • Gate 19: Install two (2) 12-volt 7-amp hour batteries. • Gate 16: Raise the gate by a few inches to correct alignment/operation. 2.3. Emergency Repairs. Emergency repair is classified as an immediate response to repair an airfield vehicle gate rendered unserviceable and/or unsafe, as determined and reported by the CO or COR. The scope shall be limited to the work necessary to eliminate the emergency conditions (e.g., investigation and temporary repair, except where permanent repair is more practical). The contractor shall have the capability to assess the emergency conditions within 24 hours of notification and initiate actions necessary to render the gate safe and operational within 72 hours of assessment, unless a waiver has been obtained from the CO. The contractor shall identify, in writing, all necessary repairs considered to be out of the scope of quarterly maintenance as defined within this PWS. The contractor shall accomplish all work order tasks during normal duty hours; however, occasions may arise that require work to be accomplished outside of these hours. The contractor shall coordinate all routine work outside of normal duty hours with the COR and the CO. 2.3.1. The COR will approve each repair that has a total cost under $2,500.00 and the Contracting Officer (CO) will approve each service call/repair that has a total cost of $2,500.00 and greater. The contractor is not authorized to perform unscheduled work without the below approvals. 2.3.1.1. All work with the total cost of each repair under the micro-purchase threshold limit (currently $2,500.00) shall be approved by the COR first before the contractor is authorized to perform. The contractor shall repair the affected system or area within the mutually agreed upon time after notification. 2.3.1.2. All work with the total cost of each repair over the micro-purchase threshold limit (currently $2,500.00) is required to be approved by a CO to determine the price to be fair and reasonable.
