Statement of Work Annual plus Four (4) Option Year Periods for pest control services for the Crop Genetics and Breeding Research Unit (CGBRU) & Southeast Watershed Research Laboratory (SEWRU) buildings at the Tifton, GA ARS Research Facility 1.0 BACKGROUND 1.1 The mission of the Crop Genetics and Breeding Research Unit (CGBRU) is to conduct research to solve agricultural and environmental problems of regional and national interest. 1.2 The mission of the Southeast Watershed Research Laboratory (SEWRL) is to develop the scientific understanding and associated technologies of watershed systems essential to maintaining/enhancing the environmental and natural resource base upon which a viable, sustainable, and productive agricultural economy depends. 1.3 Pest control services have been performed by CGBRU and SEWRL personnel until recently. Historically, pests including roaches, ants, flies, fleas, termites, and nuisance animals have been the most likely threats. 2.0 SCOPE 2.1 The scope of this project requires monthly and quarterly control and eradication services of local pests, nuisance animals, and insects on the exterior and interior of location buildings. Services include the inside of the offices and buildings, as well as the perimeter of each building. 2.2 Pesticides used for the control of insects must use the following criteria whenever possible: (1) does not bio-accumulate, (2) is selective or target specific, (3) is non- carcinogenic, (4) is non-teratogenic, (5) does not contaminate ground water or soil, (6) is not persistent in the environment. Care will be taken to use only the amounts of pesticide necessary to accomplish the pest management objectives. 2.3 The Contractor must provide all labor, equipment, supervision, storage, and materials to successfully perform pest control services. Best industry standards must be followed in accordance with environmental regulations. All pesticide storage, transportation, and application shall be in strict accordance with all applicable Federal, State, and local environmental, safety, and health requirements, laws, and regulations. Where there is a conflict between applicable regulations, the most stringent will apply. -- 1 of 5 -- 2.4 The Contractor must maintain records for all applications; including product type, location, and dates and the results of those applications. These records must be available for review upon request. The Contractor must provide all records to the Government upon contract expiration. 2.5 A site visit is highly encouraged and will be held on Tuesday, July 7, 2026 9AM Eastern Time. 3.0 PERFORMANCE REQUIREMENTS/SPECIFIC TASKS 3.1 Monthly Service. The Contractor must service the locations listed on a monthly basis to maintain a pest-free environments regardless of the frequency of density of the pests. Scheduling and coordination of services under this contract will be accomplished through the LPOC. 4.2 HOURS OF OPERATION: Work hours are 8:00 a.m. to 4:00p.m., Monday through Friday; excluding federal holidays. Should it be necessary to schedule working hours other than normal working hours, the Contractor must arrange for access to the work area with the LPOC at the site at least three (3) days prior to the need. 4.3 Work under this contract has been determined NOT TO BE an Excepted Activity in the absence of an appropriation or CR. Activities under this contract do not support the preservation and protection of life and property and do not support law enforcement, health and safety functions.
