This is a combined synopsis/solicitation for Commercial Services prepared in accordance with the
format in Subpart 12.6, as supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being requested and a written
solicitation will not be issued.
The Oklahoma Air National Guard intends to award a firm fixed price (FFP) contract for ISP
Telecommunications Infrastructure. This solicitation, reference number W50S8T-26-R-A023, is
being issued as a Request for Proposal (RFP) and is a Total Small Business Set-Aside. The associated
North American Industry Classification System (NAICS) code is 238210, and the small business size
standard is $19.0 Million.
The contractor is required to sign this document and return 1 copy to the office issuing. By signing,
the contractor agrees to provide all items set forth or otherwise identified above and on any
additional sheets subject to the terms and conditions specified herein.

CLIN 0001 – The contractor shall provide all personnel, equipment, materials, and quality control
necessary to engineer, design, install, terminate, and test the copper and fiber Inside Plant (ISP)
telecommunications infrastructure within Building 1040 IAW the attached Statement Of Work
(SOW) and technical drawings.
QTY / Unit of Issue: One (1) Project
Period of Performance: 149 Days
EVALUATION OF RESPONSES / FACTORS:
Award will be conducted and evaluated under the provisions of FAR Part 12, Commercial Items and
the competitive negotiation procedures of FAR Part 15, Contracting by Negotiation. The
responsible offerors must be registered in the System for Award Management (SAM) database
(available at: www.sam.gov ), and all responsible sources may submit a proposal for consideration.
Lack of registration in SAM will qualify contractor as ineligible for award. Submissions must also
include a completed copy of the Offeror Representations and Certifications – Commercial Items.

The Government intends to award a contract using a Lowest Price Technically Acceptable (LPTA)
source selection process in accordance with FAR 15.101-2. To be eligible for award, the offeror’s
proposal must be rated "Acceptable" in all non-price evaluation factors. The Government will not
conduct tradeoffs between price and non-price factors, and any proposal evaluated as
"Unacceptable" in any non-price factor will be ineligible for award. Proposals will be evaluated
based on four primary factors: Price (evaluated for LPTA), Technical Capability (the demonstrated
ability to design, install, terminate, and test the infrastructure in accordance with the Statement of
Work), Small Business Participation, and Past Performance.
SITE VISITS:
Site visits are available by appointment only. Offerors wishing to inspect the site must submit a formal
request via email to the Contracting Officer and Contract Specialist to schedule a date and time.
Unscheduled visits or walk-ins will not be permitted.
