1 PERFORMANCE WORK STATEMENT (PWS) Air Mobility Command (AMC) Aircrew Training & Tactics Division (AMC/A3T) C-40B/C (B737-700/800) FLIGHT SIMULATOR TRAINING 7 Jul 2026 1. DESCRIPTION OF SERVICES. 1.1. BACKGROUND. The C-40B/C supports Air Mobility Command (AMC) executive airlift missions and is a military derivative of the Boeing 737-700/800 (NG) commercial airliner. AMC receives pilot classroom and simulator training from suitably equipped and certified civilian flight training centers for our B737-700/800 aircraft. AMC temporarily requires B737-8 MAX Differences Training. 1.2. SCOPE. The contractor shall provide academic and simulator training for B737-8 MAX Differences Training. The training audience consists of pilots associated with the executive airlift community as approved by AMC’s Aircrew Training & Tactics Division (A3T). Training shall be conducted at a Title 14, Code of Federal Regulations (14 CFR) Part 142 approved training center. The contractor must possess a training program approved under 14 CFR Part 142 applicable to the B737. At a minimum, the contractor shall furnish on the contractor’s site, a Federal Aviation Administration (FAA) Certified Level D, Category (CAT) IIIa capable and fully operational 737-8 MAX Full Flight Simulator. United States Air Force (USAF) cockpit procedures and checklists will be used in all courses. 1.3. SPECIFIC SUPPORT SERVICES. 1.3.1. C-40 (B737) NG to MAX Differences Training. The contractor shall conduct Pilot B737 NG to B737 MAX Differences Training. A training class will normally consist of two pilots (in rare circumstances, one pilot), with an estimated requirement of 12-15 pilots total. Course content shall incorporate all items detailed in the FAA Flight Standardization Board Report and all revisions added since publication. The contractor shall provide each student with a syllabus for the C-40 NG to MAX Differences Training course at least one week before the class start date. The syllabus shall outline the daily activities. A Contracting Officer's Representative (COR) or a designated unit Subject Matter Expert (SME) may coordinate with the contractor to include USAF-specific items of interest. Simulator training sessions will include a one-hour pre- brief, a four-hour simulator training period, and a one-hour post-simulator debrief. -- 1 of 8 -- 2 1.4. DATA DELIVERABLES. The Contractor shall designate a single point of contact (POC) responsible for the overall management and performance of the PWS. The contractor designee shall be responsible for all requirements of the contract. The Contractor shall provide the name and contact information of the designee to the COR via email within 10 business days after contract award. Any change to this POC shall be submitted to the COR via email within five business days prior to change. 1.5.2. Student Failure Notification Letter. The POC in Section 1.5.1 will immediately notify the COR via email if a training student receives an unsatisfactory course grade. Also, if at any time throughout the course a student fails to comply with Air Force or contractor expectations with regard to conduct, course objective completion or performance electronic notification shall immediately be made to the COR to determine the course of action with the student. 1.5.3. OSA/EA Student Course Critique. Upon completion of each training course, the contractor shall provide each student with a paper copy or a digital copy of the AMC Operational Support Airlift/Executive Airlift (OSA/EA) Form, Student Course Critique. Filling out this critique is mandatory for students. Students shall be afforded time to complete the critique in private and return it to their instructor in a sealed envelope for review by the contractor program manager. The contractor shall forward a completed copy of the course critique along with the invoice via e-mail to the COR. 1.5.4. Student Hospitalization Notification. If treatment or hospitalization is required, the -- 2 of 8 -- 3 contractor shall ensure student receives medical treatment. As the student is a member of the armed forces, he/she shall be taken to the nearest military treatment facility, if possible. The nearest civilian hospital/medical facility shall be a secondary consideration; however, immediate treatment will be given first priority. The contractor shall notify the A3T COR immediately, or, at maximum, within 8 hours after becoming aware of a student’s treatment and/or hospitalization. The contractor shall not pay for any medical costs or medications on behalf of students. Payment for medical services, and prescribed medications, shall be managed through the military medical program. 2. SERVICES SUMMARY. The Services Summary (SS) table below summarizes the performance objectives and thresholds (specific standards) as identified within the body of the PWS. The absence of any performance objective and threshold from this summary shall not detract from its enforceability or limit the Government’s rights or remedies afforded under this contract.
