DESCRIPTION OF SERVICES 1.1. General Scope. This is a non-personnel services contract to provide full motion simulators and operators/instructors with the ability to instruct students on the systems, performance and flying qualities of the simulated aircraft provided. The contractor shall provide in-simulator instruction, briefings, all management, personnel, tools, vehicles, equipment, and labor necessary to support the TPS Qualitative Evaluation program. The contractor shall perform all requirements and obtain all permits and licenses in accordance with all applicable federal, state, and local guidelines. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform support and instruction as defined in this Performance-based Work Statement (PWS). The Contractor shall perform to the standards in this contract. This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources application to accomplish all taskings under the contract. The Contractor shall be responsible for maintaining communication with the Contracting Officer (CO), Contracting Officer Representative (COR), and/or the Project Manager (PM) and to immediately notify both the CO, COR, and/or the PM of any problems that would prevent timely performance of this contract. The Contractor is responsible for and required to implement, and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract. 1.2. Background. The USAF TPS is where the Air Force's top pilots, navigators, and engineers learn how to conduct flight tests and generate the data needed to carry out test missions. The Qualitative Evaluation (QE) program introduces students to a wide variety of aircraft exhibiting unique flying characteristics or mission systems and is used to broaden the students’ range of experience with unfamiliar aircraft. Heavy Simulators will provide the unique experience of heavy (weight) aircraft handling characteristics and flight test techniques appropriate to such civil transport aircrafts. 1.3. Inherently Governmental Function. The contractor shall not perform inherently governmental functions as defined in FAR Subpart 7.5 in relationship to this PWS. 1.4. Period of Performance. One (1) year from contract award date. 1.5. Place of Performance. Performance of this contract shall be primarily conducted at the Contractor location(s). During contract performance, any need to change to an alternate location shall be coordinated with the CO, COR, and/or PM. A CO-written determination, to include justification for the change, shall be conducted to determine whether the change in location would require modification of the contract. Any costs incurred due to a change in location, without proper CO-written determination, may result in the Contractor not being paid. 1.6. Specific Tasks. 1.6.1. Primary Tasks. The contractor shall provide: The contractor shall provide: • A Boeing Wide-Body (>300,000lbs MTOW) full-motion, Level-D simulator. • An Airbus Wide-Body (>300,000lbs MTOW) full-motion, Level-D simulator. -- 3 of 12 -- FA# Heavy Sims Page - 4 - of 12 CUI CUI • The simulators are required to be in the same location to allow students and faculty to complete a side-by-side comparison of the aircraft on the same day. • The newest models of Boeing and Airbus aircraft are highly desired. • If an aircraft >300,000lbs MTOW is unavailable, USAF TPS reserves the right to satisfy syllabus requirements with a narrow-body simulator at the request of the contractor. • Maneuvers and evaluations, which may include but are not limited to: • General flying and handling qualities. • Takeoff performance (heavy weight configurations, engine-out, low RCR, etc.). • Takeoff speed development (VMCA, VMCG, VMU). • Flight control system evaluation (normal and degraded modes). • Stall characteristics and recovery. • Envelope protection modes (stall, overspeed, pitch & roll limits/rates). • Warning systems (EGPWS, CFIT, windshear, etc.). • Landing performance (engine-out, low/zero visibility, crosswinds, degraded flight controls, no-flap, etc.). • Aircraft automation and flight management system during departure, cruise, arrival, and reroute. • Aircraft electronic checklist and takeoff manifest data integration during preflight. • Aircraft electronic checklist during a complex EP, such as hydraulic failure. • Additional training in historical airline crashes and emergencies. 1.6.2.
