FOREIGN ADVERSARY AIRCRAFT AND SUPPORT PERFORMANCE WORK STATEMENT (PWS) 1.0 INTRODUCTION Marine Aviation Weapons and Tactics Squadron One (MAWTS-1), located at Marine Corps Air Station, Yuma, Arizona (MCAS Yuma) is the United States Marine Corps premier advanced aviation training school. The primary mission of MAWTS-1 is to provide advanced Weapons and Tactics Training for the entirety of Marine Corps aviation. In alignment with the Joint National Training Capability (JNTC) program, this training is also extended to joint and coalition forces during semi-annual Weapons and Tactics Instructor (WTI) courses. The WTI Course is a Service-led tactical training course that emphasizes integrated training between all facets of aviation, aviation ground support and supporting arms working within the Marine Air Command and Control System while in support of a Marine Air Ground Task Force and joint scheme of maneuver. WTI is conducted to support Marine Aviation tasks and conducted at the tactical level of war and operates within a classified training scenario. The WTI Course consists of two (2) seven (7) weeks of instruction broken into two (2) phases: 1) academic and 2) flight. Throughout the course, students are required to develop and refine their instructional abilities while demonstrating a mastery in the planning and execution of complex tactical missions. The training paradigm includes integrated planning exercises with ground combat arms participants. To ensure a realistic and challenging training environment, MAWTS-1 presents comprehensice instruction both friendly and adversary combat capabilities, doctrine and tactics, which are informed by current intelligence and analysis of lessons learned from contemporary combat operations. 2.0 SCOPE The scope of this effort is to provide and define the requirement for the Contractor to provide aircraft and service that replicate flight characteristics, capabilities and limitations of foreign adversary manned and unmanned rotary-wing and fixed-wing aircraft. The objective of this effort is to provide direct instruction and realistic tactical exposure to Marine Aviation Weapons and Tactics Squadron One (MAWTS-1) Instructor staff and prospective Weapons and Tactics Instructors (WTIs). To fulfill this requirement, the Contractor shall provide aircraft, associated systems, and qualified personnel to simulate a realistic Adversary Force (ADFOR). These assets shall participate in the flight execution phases of the Weapons and Tactics Instructor (WTI) course, conduction flight operations and tactical profiles during specified training evolution as directed by the Commanding Officer, MAWTS-1. 3.0 GENERAL REQUIREMENTS 3.1 The Contractor shall provide support to the MAWTS-1 during the flight and planning phases of the semi-annual WTI courses. Support shall include aircraft and personnel, maintenance and logistic support (i.e. aircrews, support personnel, maintenance test flights, transportation of contractor personnel, aircraft or equipment to and from maintenance facilities, and/or permanent operating sites, or to train aircrew, equipment, tools, materials, replacement parts, and all other items, except as specified herein as Government Furnished Property (GFP)) necessary to perform training operations specified by this PWS. 3.2 Contractor Point of Contact. Contractor shall provide a primary point of contact for the coordination of tasks identified in this PWS. -- 1 of 13 -- 3.3 WTI Training Course. Contractor shall attend and support bi-annual WTI training courses at MCAS Yuma during the flight phase of WTI. Coordination between the COR and the Contractor primarily shall take place between 0600-1630 Monday through Thursday. All other coordination will take place with the Operations Department, including Federal Holidays during the WTI course. 3.4 Planning Conference. The Contractor shall attend planning conferences. The typical duration of a planning conference is five days. The Contractor shall be notified of a scheduled planning conference at least 30 days prior. Historically, planning conferences for the WTI courses occur mid-July and early February. Conferences take place Monday through Friday from 0800 to 1630. 3.5 Management Plan. The Contractor shall develop a management plan to meet task requirements listed in Section 4 of this PWS. 3.6 Missions. The Contractor shall demonstrate capability of performing simulated attacks against ground- based air defenses, simulated attacks on friendly ground units, and offensive/defensive air combat maneuverings against rotary-wing, fixed-wing and tilt rotor aircraft. 3.7 Aircrew Qualifications. The Contractor shall provide current and qualified Pilots/Adversary Instructors appropriate for the Mission, Design, and Series (MDS) of aircraft. 3.7.1 Pilots shall be authorized by the Federal Aviation Administration (FAA) to conduct operations in the MDS and possess a current FAA Medical certificate. 3.7.2 Pilots shall have a minimum of 2,000 total flight hours and at least 250 hours of Pilot in Command flight time in their respective aircraft. In lieu of the 2,000 total flight hour requirement, the Government will accept pilots who have a minimum of 75 hours of Pilot in Command flight time in their respective aircraft and must be a graduate of the Marine Corps Weapons and Tactics Instructor course, the U.S. Navy Rotary-Wing Weapons School, or the U S Air Force 34th Weapons Squadron Course. Prior to WTI course curriculum flights, the Pilot in Command shall at least five hours in the model within the previous 60 days. 3.7.3 For non-government provided aircraft, pilot/operator in command shall be licensed, rated, and current IAW FAA regulations for operations conducted under Federal Aviation Regulation Part 91.313. Operators/Pilots shall have previous military aircraft operations and/or flight test experience.
