PEARL HARBOR NAVAL SHIPYARD &
INTERMEDIATE MAINTENANCE FACILITY (PHNSY&IMF)
BI-DIRECTIONAL AMPLIFIER (BDA)
PREVENTATIVE MAINTENANCE AND SYSTEM UPGRADE
1.0 BACKGROUND
Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy
regional industrial center that maintains, overhauls, and repairs various vessels of the US Navy. Its
industrial operations provide the US Naval forces with a wide range of services and resources located on
the island of Oahu, Hawaii, with direct and indirect support to SSN 688 and 774 class submarines, surface
vessels, and shore based activities in the Pacific.
The BDA system enables Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility’s
(PHNSY&IMF) Motorola radios to communicate while in-hull and in limited reception areas (e.g.
Drydock Pump wells). These radios support waterfront production work and are used to notify Fire and
Emergency Services (F&ES) first responders via the Pacific Land Mobile Radio (LMR) System. The
system is comprised of cables, connectors, power splitters and stainless-steel cabinets which house the
BDA head end units, amps and internal power supplies. Due to the complexity and highly corrosive
environment of the pump wells, along with the elapsed time period since initial installation, it was
assessed that a system upgrade to the current BDA infrastructure is needed to maintain its full capability
and increase overall efficiency.
2.0 OBJECTIVE/SCOPE
To fulfill the requirements of PHNSY&IMF, the contractor shall execute a comprehensive program
focused on the modernization and sustained reliability of the Bi-Directional Amplifier (BDA) system
located at PHNSY&IMF within Drydocks 1, 2, 3, 4, and their associated Pump wells.
2.1 Maintenance: The contractor shall provide a Manufacturer Trained and Certified Technician for the
continuous operational maintenance service support for the BDA Systems, which includes responding to
all trouble calls within (2) business days’ notice and performing monthly scheduled preventative
maintenance, repair, calibration and remedial service, with an inspection report of work performed. These
services shall be provided over a one-year base period, with the government retaining the option to extend
services for four additional years.
2.2 System Upgrade: Additionally, the contractor shall execute a system upgrade of antennas, splitters,
and associated cabling across Drydocks 1, 2, 3, and 4, and their associated Pump wells. This phase
encompasses the full procurement of all necessary materials and equipment to ensure the BDA system
architecture aligns with PHNSY&IMF technical specifications and safety standards. The base period of
this contract shall encompass the upgrade of all BDA system components, as necessary. All activities
outlined in this section must be completed within the one-year base contract period with follow-on
preventative maintenance and service support outlined in section 3.0 of this document.
3.0 PERFORMANCE REQUIREMENTS
3.1 Monthly Preventative Maintenance (one visit per month per contract year) The Contractor shall
provide all management, labor, tools, materials, supplies, equipment and transportation to repair and

conduct on-site, preventive maintenance service of the BDA Amplifier in accordance with current
Original Equipment Manufacturer (OEM) guidelines. The Contractor shall only authorize a U.S. citizen,
OEM trained technician, not a sub-contract technician. The Contractor shall notify the government if any
equipment covered under this contract cannot be restored to operational status within the contract period.
The Contractor shall create complete system backups, prior to and after any configuration changes to
hardware and software to ensure no loss of data. All software upgrades, if required, shall be provided to
include applicable software licensing agreements. The contractor shall also accomplish the following:
3.1.1. Contractor shall conduct operational checks and compare to baseline specifications.
3.1.2. Contractor shall align BDA unit to manufacturer’s specifications.
3.1.3. Contractor shall cycle spare parts and conduct operational checks.
3.1.4. Contractor shall conduct visual checks to ensure that equipment is operating properly.
3.1.5. Contractor shall conduct preventative maintenance and provide PHNSY&IMF with a report.
3.1.6. Contractor shall test all cables, antennas, and units used for the BDA system to ensure equipment
works within baseline specifications.
3.2 Reports: The Contractor shall provide an inspection report no later than 1 week after completion of
the service. The report shall detail the nature of the work performed, problems identified during
preventive maintenance, remedial repair actions, parts or materials replaced, to include part number and
prices, any upgrades or modifications, and an assessment of the overall condition of the equipment. The
report shall include the name of the technician, date the service was performed, identification and location
of the equipment. If a repair cannot be completed during the on-site visit, the Contractor shall provide a
report to include the equipment identification, description of the repair needed, the time, and costs to
accomplish the work.
3.3 Remedial Repair Parts: Parts that are replaced as part of the remedial repair is to be issued on a
separate purchase order and approved by the government. Materials supplied shall be new and not
refurbished or reconditioned materials.
3.4 Service Trouble Calls shall be accomplished within (2) business days upon notification, in accordance
with the following:
3.4.1. Hours of coverage: 0630 - 1500 Monday through Friday, excluding Federal holidays.
3.4.2. Contractor shall provide Priority Dispatching which guarantees priority service and includes
escalation of service affecting the issue.
