1 STATEMENT OF WORK INSTALL BIRD NETTING BUILDING 5110 DYESS AFB, TEXAS 1. Description of Work. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to install bird netting at the south facing overhang of Building 5110, on Dyess AFB. 1.1 Installation. The contractor shall perform the following at a minimum: • Install bird netting described in Attachment 1 to prevent sagging. The contractor shall use steel support cabling, crimps, turnbuckles, cable clamps, plastic ties, and other hardware necessary to provide a sturdy barrier to prevent birds from nesting in this building. Adjust cabling, as necessary, to prevent sagging. 1.1.1 Contractor shall ensure that all netting shall be continuous, in order to prevent roosting, nesting, and perching of all birds. Any adjacent areas dissembled, damaged, or removed by the contractor during installation shall be properly repaired by the contractor at no expense to the Government. All debris / trash generated by this project shall be removed and properly disposed of off base by the contractor. The contractor or his representative shall be on site during duty hours, or the hours of work being accomplished. The contractor shall coordinate the time that work will be accomplished with the points of contact listed below. The contractor shall be responsible for daily clean up at the work site and complete restoration of the area after completion of the work. All work shall be accomplished in accordance with all Federal, state, and local laws and regulations, applicable building codes and standards, NEC, NFPA, BOCA, & CABO, and OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA) codes. NOTE: Where more than one standard is applicable, the higher standard shall be adhered to. 1.1.2 A site visit for the facility will be scheduled, and Contractor attendance is highly recommended. It is the responsibility of the Contractor to validate all measurements and requirements of the SOW at the site visit. 1.2 SPECIAL REQUIREMENTS. The work site shall remain clean and clutter free since this area is an active employment site. All dumpsters or other containers for trash and debris shall be located in areas designated by the building manager and shall be subject to removal and / or relocation at the building manager’s request. These requirements shall not impact the performance period. 1.3 POINTS OF CONTACT: Project Manager: TSgt John Somerville at 325-696-5066 located in Building 5130. Project Supervisor: TSgt Christopher Balcerzak at 325-696-2329 located in Building 5110. 1.4 PERFORMANCE PERIOD: All work shall be completed within a 60 calendar day period, excluding holidays. -- 1 of 6 -- 2 1.5 Warranty. The Contractor shall warranty all material and workmanship for a period of one year from the date of acceptance by the government. 2.0. Hours of Service. The contractor’s personnel will perform scheduled work on weekdays, Monday through Friday from 0730 – 1630 except US Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Exceptions shall be coordinated in advance and approved in writing by the Contracting Officer (CO) or GR. 2.1. Temporary Work Stoppage. In the event the U.S. Government requests a temporary shutdown of the facility, the contractor will be notified in writing by the CO. Any Government caused delays as a result of a temporary shutdown that may require an adjustment to the contract will be coordinated through the CO. 3. Disposal of Materials. All debris materials generated under this contract such as scrap, salvage material, industrial waste, non-recyclable materials, and equipment/material not listed on hand-receipts shall be disposed of off-base by the contractor in accordance with all applicable federal, state, and local regulations. During the progress of the work, discarded paint materials, rubbish, cans and rags shall be removed from the project site at the end of each workday. 4. Inspection/Acceptance. Upon completion of above work, acceptance inspections shall be conducted by the contractor and the Government points of contact. If any deficiencies are found during the inspection, the contractor shall make correction(s) as required, at no additional charge to the Government. Contractor will be held liable for all damages during installation of furniture. 5. Responsibility for Damages. Any damages caused to U.S. Government property during the course of performing this contract shall be restored, replaced and/or repaired to its original condition at no additional cost to the U.S. Government. The Contractor shall notify the CO within one (1) business day of damage to Government property or equipment during the execution of the contract. -- 2 of 6 -- 3 6. Government Furnished Properties and Services. The Government will provide reasonable utilities and work space for the contractor to perform the requested duties. The Contractor will provide all equipment and storage space necessary to perform tasks. No covered or secure storage areas will be made available to the contractor. Storage of materials or equipment inside of a government facility shall be coordinated and approved by CE in writing. 6.1. Toilet Facilities.
