STATEMENT OF WORK
FOR
THE 89 th AIRLIFT WING
DRY CLEANING SERVICES
1. DESCRIPTION OF SERVICES
1.1. Scope of Work
The vendor shall provide professional laundry and dry-cleaning services to the 89 th AW. The
services will include, but not limited to:
a. Dry cleaning: dry clean and press all items. Items will include, but are not limited to
lightweight blues jacket, blues shirts, blues trousers, blues skirts, and Flight Attendant
uniform.
b. The contractor shall perform to the standards in this contract. The estimated quantities
of work are listed in Appendix 6.1.
c. To identify Airmen who are in the 89 th AW members will have a certification letter to
provide vendors when they drop off their items. Members will drop off during normal
hour of operation of the vendors.
1.2. Performance Requirements
The vendor shall have the capability to ensure the following:
a. All uniforms shall be returned on hangers and covered in protective plastic.
b. All returned items must be pressed according to government specifications.
c. Satisfaction Guarantee: In the event that a member of the 89 th Airlift Wing is not
satisfied with the cleanliness of the garment(s) or the service provided, the vendor shall
provide the same service(s) again at no charge. All claims of dissatisfaction must be
made by 89 th Airlift Wing personnel at the time of garment pick up.
d. Damaged Garment(s): In the event that any piece of garment is damaged, the vendor
shall provide credit on the invoice in the amount of the current value of the item. Claims
for damaged garment(s) must be submitted by 89th Airlift Wing personnel at the time of
garment pickup.
1.3. Turnaround Time
The contractor shall provide next-day Service for all uniform items as the standard turnaround
requirement. The contractor shall also maintain the capability to perform same-day service
when specifically requested by the Government. To support timely processing, 89 th Airlift Wing
personnel should drop off uniform items at the start of the contractor’s business day to
maximize the likelihood of receiving same-day or next-day service. If quick turnaround is not

required, personnel may drop off items at any time during the contractor’s normal business
hours.
1.4 Hours of Operations
The vendor is not required to provide service on the following holidays, except for emergencies:

Thanksgiving Day
Christmas Day.
1.5. Finishing and Packaging Requirements
All finished uniform articles shall be pressed and packaged to present a neat, inspection-ready
military appearance. The following specific requirements shall be met:

1.6. Lost or Damaged Articles
The contractor shall be liable for any government-owned uniforms damaged or lost during the
laundry/dry cleaning process. The contractor shall compensate the Government with full
replacement cost for any lost or damaged uniform items as determined by the QAP or
contracting officer, at no additional cost to the government. The contractor shall settle all
validated lost or damaged claims within seven days of notification by 89 th Airlift Wing personnel.
1.7. Uniform Appearance Standards
The contractor shall provide laundry and dry-cleaning services that support 89 th Airlift Wing
personnel in meeting the appearance standards outline in DAFI 36-2903. This includes returning
garments in a clean, serviceable condition consistent with Air Force requirements that uniforms
present a neat, professional military appearance. Personnel remain responsible for ensuring
their uniforms meet all regulatory standards upon wear.
1.8. Summary
The contractor shall perform all tasks necessary to meet the requirements of this PWS and the
Service Delivery Summary (SDS). Laundry and dry-cleaning services shall support Airmen
drop-off and pick-up operations, ensuring scheduled service windows are met, items are
properly tracked, and correct quantities are returned to each member. All uniforms shall be
delivered clean and free of visible dirt, debris, dampness, offensive odors, or chemical residue,
and shall reflect a professional military appearance with proper finishing and packaging. The
contractor is responsible for maintaining consistent quality, accuracy, and timeliness to support
mission-ready presentation standards for all participating Airmen.
2. SERVICE DELIVERY SUMMARY (SDS)
This SDS defines the key performance indicators for this PWS. The Government will use these
standards to monitor contractor performance. Failure to meet these thresholds may result in
contract remedies.
