Page 1 of 18 PERFORMANCE WORK STATEMENT (PWS) Joint Service Lightweight Integrated Suit Technology Suit and Training Material Cleaning Services for USAMRICD Chemical Casualty Care Division Training Exercises Part 1 General Information 1 General: This is a non-personal service contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. 1.1 Description of Services/Introduction: This is a non-personal service contract to provide laundry services for government owned chemical protective over garments to the United Stated Army Medical Research Institute of Chemical Defense (USAMRICD), located on Aberdeen Proving Ground, MD. 1.2 Background: The USAMRICD operates as a key component of the Defense Health Agency's broader research and development enterprise. Functionally, USAMRICD’s mission aligns under the purview of the Defense Health Agency's Assistant Director for Support, who is responsible for the comprehensive management and oversight of all research, development, and acquisition activities across the agency. A core element of USAMRICD's mission to provide leadership and materiel solutions to protect, treat, and sustain Warfighters against chemical and biological threats is accomplished through comprehensive training and education programs. The Chemical Casualty Care Division (CCCD) at USAMRICD delivers field training exercises designed to equip personnel with the knowledge and skills necessary to respond effectively to chemical warfare incidents. To support the CCCD’s training mission, personnel participating in field training exercises utilize chemical protective overgarments, including Joint Service Lightweight Integrated Suit Technology (JSLIST) suits, and other training materials. These items become soiled during training from normal wear and use and require laundering to ensure the availability of clean protective equipment for subsequent training cycles. This PWS specifically addresses the laundry needs generated solely from CCCD-led field training exercises. Consistent, effective laundry services that adhere to stringent quality and safety standards are critical to maintaining operational readiness, protecting personnel from potential skin irritation or discomfort during training, and supporting USAMRICD’s mission to develop medical countermeasures and train personnel against chemical threats, ultimately enabling Warfighter success in a chemical warfare environment. 1.3 Scope: This PWS defines the requirements for a Contractor to provide laundry cleaning services for JSLIST suits and other training materials used exclusively by personnel participating in field training exercises offered by USAMRICD. The requirement includes picking up soiled laundry generated from CCCD training exercises; verifying quantities; cleaning items according to specified procedures; removing soil and stains within specified limitations; folding, bundling, and packing cleaned items; replacing damaged or lost items; and delivering clean laundry and associated documentation to USAMRICD. The services covered by this PWS are essential to support USAMRICD’s training exercises provided by CCCD, ensuring the availability of clean and functional JSLIST suits and training materials for trainees. 1.4 Objectives: The objective of this contract is to provide: -- 1 of 18 -- Page 2 of 18 1.4.1 Provide timely and reliable cleaning services for JSLIST suits and training materials used in CCCD field training exercises, ensuring minimal disruption to training schedules. 1.4.2 Ensure the effective cleaning of JSLIST suits and training materials in accordance with specified procedures, removing soil and stains while adhering to the constraints for maintaining garment integrity following field training exercises. 1.4.3 Maintain accurate inventory control of cleaned items, minimizing losses and facilitating timely replacement of damaged items used in CCCD training. 1.4.4 Deliver clean, folded, bundled, and packaged laundry in a consistent and organized manner, facilitating easy distribution and use by USAMRICD personnel administering training. 1.4.5 Provide prompt and accurate communication and reporting regarding laundry pick-up, verification, processing, delivery, and any discrepancies or issues encountered related to CCCD training laundry. 1.4.6 Minimize the cost of laundry services while maintaining the required quality and performance standards for the support of CCCD training activities. 1.5 General Information: 1.5.1 Quality Control Plan (QCP): The Contractor’s existing quality assurance system shall be utilized in accordance with FAR 12.208. The QCP will initially be submitted with the offeror’s proposal and be updated upon award (Deliverable 1). The QCP will document how the Contractor will meet and comply with the quality standards established in this PWS. At a minimum, the QCP must include a self- inspection plan, an internal staffing plan, and an outline of the procedures that the Contractor will use to maintain quality, timeliness, responsiveness, and customer satisfaction. A preliminary QCP shall be included with the Quote (Deliverable 1). The Contractor’s Proposed QCP shall be submitted to the Contracting Officer (CO) through the Contracting Officer’s Representative (COR) for review within 10 days after date of contract award (Deliverable 1). The Government will review and either notify the Contractor in writing of acceptance of the plan or return their comments to the Contractor within 5 days. If the Government has provided comments, the Contractor shall then have 5 days to submit a Final QCP. After receipt of the Final QCP, the Contractor may receive the CO’s acceptance in writing.
