STATEMENT OF WORK (SOW)
Video Teleconference (VTC) Equipment and Installation in Building 1546 Floor 3
Background: United States Department of War (DoW) Biological Select Agents and Toxins (BSAT)
Biorisk Program Office (BBPO) located at Fort Detrick in Frederick, MD is seeking purchase, install and
training of new Video Teleconference (VTC) Equipment in three separate rooms in Building 1546.
Introduction: The Contractor shall provide, install, and conduct user training/ familiarization for all VTC
equipment. Additionally, the Contractor shall deliver comprehensive technical documentation, including
system drawings, schematics, diagrams, and a detailed list of equipment specifying the manufacturer,
model numbers, software versions and technical specifications for each component.
Scope: The Contractor shall provide and install new Video Teleconferencing equipment in Building 1546
at Ft Detrick, Frederick, MD 21702, to upgrade the legacy system. The Contractor shall include a design
plan and a detailed equipment list. All installed components must be fully operational, and all required
training must be completed prior to Government testing and final acceptance.
All hardware, software, and systems integrated under this scope must be selected from the Department of
Defense Information Network (DoDIN) Approved Products List (APL) and configured in strict
compliance with the Defense Information Systems Agency (DISA) Security Technical Implementation
Guides (STIGs). The Contractor shall coordinate with the Local Network Enterprise Center (LNEC) for
all network integration and security approvals and shall procure all required licenses.
The project identifies three (3) independent collaborative display and presentation systems across three
separate rooms on Floor 3:
1. Room A (Conference Room): Configured as a Collaborative Conference Space/Hybrid Meeting
Space supporting Unclassified Microsoft Teams Rooms on Windows (MTR-W).
2. Room B (SIPR Room / Open Storage Space): Dedicated strictly to classified communications
up to the Secret level. This room shall not be configured as a "dual-homed" system. To prevent
cross-domain spillover risks, Operational Security (OPSEC) vulnerabilities, and violations of the
Committee on National Security Systems (CNSS) guidelines, this room must remain entirely
isolated from unclassified environments. Classified discussions will utilize Global Video Services
- Classified (GVS-C) in conjunction with the SIPRNET. Legacy secure hardware currently
existing in the space shall be incorporated into the GVS-C solution where feasible to streamline
implementation.
3. Room C (Director’s Room): Configured as an unclassified Collaborative Conference
Space/Hybrid Meeting Space supporting dual-display presentations and MTR integration.
For unclassified rooms (Rooms A & C), the system must support multiple laptops connected
simultaneously to the display and presentation system. Meeting administrators must have access to a
tabletop controller with the flexibility to dynamically route specific laptop feeds to selected displays in
real time (e.g., displaying one laptop on each monitor, or a single laptop across all display units). The
controller will also manage audio routing, allowing the administrator to designate a primary laptop
input/output source utilizing the room's integrated ceiling speaker and microphone system.
All Microsoft Teams Room solutions must support plug-and-play USB interfaces (e.g., standard USB
headset-class profiles for cameras/audio) to bypass the need for local administrative drivers or software
updates, which are strictly prohibited by Host Data Loss Prevention Endpoint (DLPe) software.

Project Overview:
Deliver and install three independent AV presentation systems across three separate rooms.
The project consists of delivering three independent AV presentation systems across three separate
rooms:
• Rooms A & C (Conference & Director's Rooms): Dedicated to unclassified collaborative
operations utilizing Native Microsoft Teams Room for Windows (MTR-W) or Cloud Video
Interoperability (CVI) transitional solutions if legacy hardware integration is required.
• Room B (SIPR Room): Dedicated strictly to Secret-level classified operations utilizing GVS-C
over the SIPRNET.
Core System Requirements (Per Room)
Each room's system shall deliver the following capabilities:
• Multi-Input Connectivity: Simultaneous physical connection of multiple government-furnished
laptops via DVI, DisplayPort, HDMI, and audio cables.
• Centralized Administration Interface: A tabletop controller enabling real-time audio and video
routing.
• Dynamic Video Matrixing: Capability to route video from any connected laptop to single,
combined, or uniform screen configurations.
• Integrated Audio Routing: System-wide integration with ceiling speakers and microphones
controlled via the tabletop matrix.
• VTC Integration: Native unclassified Microsoft Teams session support (Rooms A & C) and
classified GVS-C support (Room B) via permanently installed, MS Teams/Zoom -capable
cameras.
General Provisions:
1. KO / COR Responsibilities - The KO/COR will be responsible for maintaining control of all
training certificates.
2. Government Furnished items and services: Electric, water, and waste disposal containers.
3. Hours of Operations: Monday – Friday, 0900 – 1630
4. Type of Contract Firm Fixed Price Contract
5. Recognized Holidays: New Year’s Day, ML King Day, Presidents Day, Memorial Day,
Juneteenth, Independence Day, Labor Day, Columbus Day, Inaugural Day, Veterans Day,
Thanksgiving, and Christmas.,
6. Period of Performance: The period of performance for this contract shall be for (90) days from
the date of award, with the option for a one-month follow-up, at the discretion of the Government.
7. Place of Performance: All services shall be performed on-site on Floor 3, Building 1546 Porter
