Description

Requirements / Specification Document TITLE: Wearable Full-Body IMU Motion Capture System Requesting Laboratory / Division / Group: Communications Technology Laboratory Public Safety Communications Research Division Advanced Communications Research Group (671.02) General Statement of Need: The National Institute of Standards and Technology (NIST) requires two wearable, portable full-body Inertial Measurement Unit (IMU) motion capture suits. This system must function without fixed optical camera infrastructure to allow for flexible data collection in various environments. The acquisition includes hardware and software to capture high-fidelity human skeletal data for the development of a motion action dataset. To accommodate a diverse range of test subjects, the requirement includes additional clothing components in various sizes. This acquisition supports research for the public safety communications community. The Communications Technology Laboratory (CTL) promotes the development and deployment of advanced communications technologies through research, development, and standardizations. The Public Safety Communications Research (PSCR) division specifically drives the development of critical communications technologies for first responders. This purchase is in direct support of the mission to provide skeletal data for use in a motion action dataset to evaluate communication technologies. This capability ensures NIST provides the measurement science and data required to support the nation's need to develop and use advanced materials and technologies Item Specifications and Quantities: Item 1: Wearable Full-Body IMU Motion Capture System Quantity: 2 UNITS Specifications: 1.1 Wearable, portable full-body IMU motion capture system that does not require fixed optical camera infrastructure. 1.2 Full-body coverage with at least 17 sensors per suit. 1.3 Sampling rate of at least 60 Hz. 1.4 Supports standard subject calibration and body model scaling. 1.5 The Contractor shall describe how the system addresses magnetic interference and drift and must report drift performance during continuous recording. 1.6 Supports export of time-series motion data, including joint angles, segment orientation or kinematics, and consistent timestamps. 1.7 Supports SMPTE timecode synchronization with external systems. 1.8 Report overall joint angle Root Mean Squared Error (RMSE) referenced to an optical benchmark (RMSE of 5° or less for core joints are preferred). 1.9 Maximum supported continuous recording duration per session shall be stated; minimum 3 minutes required. 1.10 Maximum supported operating range shall be stated; minimum 20 meters required. 1.11 Supports offline operation without an active internet connection. 1.12 Supports integration with Unity and/or Unreal Engine via native plugin, SDK/API, or real-time streaming. Item 2: Sizing Expansion Clothing Quantity: 20 UNITS Specifications: 2.1 Redundant sets (e.g., 2 Shirts, 2 Pants) per size available from the vendor (e.g., S, M, L XL), depending on the offering, for IMU devices that are form-fitting. Item 3: Software License Quantity: 1 EACH Specifications: 3.1 Single 3-year multi-year software license. Vendor Requirements 1. Possess at time of award/contracting an Export Control Classification Number (ECCN). 2. Possess at time of award/contracting a Unique Entity Identification Number (UEI) which registration is listed as “Active” on the GSA System for Award Management (SAM.gov).
