GENERAL INFORMATION 1.1. Environment: The 934th Airlift Wing Chaplain Corps mission is tailored to the mission of the 934 th Airlift Wing mission. We provide for the religious and spiritual needs of Air Force members, their families, and other authorized individuals. 1.2. Scope of Responsibilities: The Auxiliary Catholic Priest (Contractor) will support the 934 AW Chapel by conducting Catholic religious services, administering the sacrament of Reconciliation, and overseeing the preparation of ecclesiastical documents to record such services. Services will include Sunday Mass and Reconciliation. See paragraph 2 below for specific descriptions of services. 1.3. Contracting Officer (CO). The CO will appoint a primary and alternate Government representative for management of the day-to-day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the Contractor after contact award. 1.3.1. Contracting Officer’s Representative (COR): The COR is responsible for monitoring and inspecting the Contractor’s performance. The Contractor will consult with the COR for resolution of problems or questions regarding this Performance Work Statement. The Contractor will be notified of any and all noncompliance, and will be given the opportunity to correct, if possible, nonconforming work. 1.4. Place of Performance: The primary place of performance is the Chapel Room 209, 860 Military Hwy Minneapolis-St. Paul Air Reserve Station, Minnesota. (Henceforth referred to as ARS). 2. DESCRIPTION OF SERVICES 2.1. The Contractor will conduct Mass, and administer the Sacrament of Reconciliation, and oversee the preparation of ecclesiastical documents and record such services in support of the 934 AW Chapel. 2.2. Each month, the contractor shall consult with the COR to review and receive the upcoming month's schedule. This coordination may be conducted through verbal or written communication and does not require an in-person meeting. 2.3. Dress and appearance standards are business casual or appropriate religious garments, anything outside of that will be approved by the COR. 2.4. Contractor shall be at the respective place of worship and prepared for each service no later than 15 minutes prior to the designated starting time of any service, and no later than 15 minutes prior to the designated starting time of any Special Services or rites. 2.5. The services that are provided by the Contractor are for service members (TR and AGR) and their dependents, DoD civilians and other authorized personnel of the Catholic faith. -- 3 of 12 -- CUI CUI 2.6. Off-base services are not included in this contract. Requesting parties are responsible for the cost of any auxiliary priest services provided by the Catholic Auxiliary Priest. 2.7. The Contractor shall be required to coordinate efforts with chapel personnel and work in a multi-denominational and pluralistic religious environment to include, but not limited to, Catholic, Protestant, Jewish, and Orthodox faiths. The Contractor shall be required to provide all services in accordance with (IAW) Catholic, Archdiocese for the Military Services, (AMS) faith requirements. 2.8. The Contractor must understand that privileged communication is protected communication IAW Military Rule of Evidence 503. Under this rule, “a person has a privilege to refuse to disclose and to prevent another from disclosing a confidential communication by the person to a clergyman or to a clergyman’s assistant, if such communication is made either as a formal act of religion or as a matter of conscience.” 2.9. Contractor shall report monthly numbers to Contracting Officer Representative for the monthly user file for Air Force Chaplain Corps Activity Reporting System (AFCCARS) on the day service is performed, after all services have been provided. 2.10. Complete initial and annual training on Privileged Communication. This training will be scheduled or provided by the chapel staff. 2.11. Limitations 2.11.1. Performance includes only Mass, and the sacrament of Reconciliation as indicated above associated with the Catholic faith. The Contractor WILL NOT perform or conduct: - Unit engagement (visitation in units) - Counseling, other than what is required for sacramental reasons (i.e., marital, confession, etc.) - Leadership advisement 2.11.2. IAW Air Force Instruction 52-101, paragraph 3.7.2. Civilian Clergy. Personnel who serve in Civil Service positions or as Contractors. These individuals are NOT chaplains and WILL NOT use the duty title of “chaplain”. 2.11.3. The Contractor shall not receive any stipend for services provided IAW this performance work statement. 2.12. If a substitute Priest is required, he will be of equal competence to the Contractor and acceptable to the COR. Notice of substitution is given to the COR at least five days prior to the scheduled service or function, where possible. Absences are detailed in para 6.21. below. Prior to any performance, the proposed substitute must provide the COR with evidence of ecclesiastical endorsement as described in Section 3 below.
