PERFORMANCE WORK STATEMENT FOR CLEANING AND LEAD WASTE DISPOSAL OF COMBAT ARMS FIRING RANGE/BUILDING #605 SPANGDAHLEM AIR BASE, GERMANY 01 July 2026 -- 1 of 15 -- PERFORMANCE WORK STATEMENT (PWS) CLEANING AND LEAD WASTE DISPOSAL OF COMBAT ARMS FIRING RANGE/BUILDING #605 Part 1 General Information 1. GENERAL: This is a non-personal services contract to provide the cleaning and lead waste removal and disposal of the Combat Arms Firing Range/building #605. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform cleaning of the Combat Arms Firing Range/building #605 as defined in this Performance Work Statement, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2 Background: The Combat Arms firing range/building #605 on Spangdahlem Air Base is a completely enclosed indoor firing range that relies on a built-in ventilation system, dust collection unit and auger system to keep dust and lead waste at the lowest and safest level possible. Due to the design of the facility, extensive cleaning of the range and its ventilation system is required. 1.3 Objectives: The basic service objective is to have the firing range free of all dust, dirt and debris and to ensure that all accumulated lead waste is appropriately removed from the firing range and properly disposed at the on-base HAZMAT facility. 1.4 Scope: The contractor shall perform the cleaning of the firing range as identified below. 1.4.1 AUGER AND DUST COLLECTION UNIT. The contractor shall remove, dispose of and replace the 55-gallon drum from the Auger (Screw Conveyor System) and the 20-gallon drum from the Dust Collection Unit (DCU) on a quarterly basis. The contractor must also provide and install round bottom flexible drum liners made of low density polyethylene (LDPE). The contractor shall provide and use sealable lids for removal of drums when the contractor transports the certified disposal location outside of building #605. The contractor shall contact the base Combat Arms section prior to disposal. The contractor shall accomplish this no later than seven days after the drums have been replaced. 1.4.2 DUST COLLECTION UNIT (DCU) FILTERS. The contractor shall check, inspect, clean and replace the eight DCU filters. The contractor shall remove the filters from the DCU to clean and inspect them for any signs of damage. If any of the filters must be replaced, the contractor shall order, purchase, replace and pay for the replacement of the defective filters. The filters are manufactured by Donaldson, Part Number 4106. Additionally, if the filters for the DCU need to be replaced a pre-load compound must be loaded into the system. The part number for the pre-load compound is 1997 for a 50-pound bag. The contractor shall replace the filters once the new filters arrive and dispose of the old filters. This work shall be done on a monthly basis. 1.4.3 AUGER AND DUST COLLECTION UNIT ROOM. All instrument panels attached to the wall, to include the wall, and engines attached to the Auger shall be vacuumed cleaned. The Auger, DCU, and floor shall be washed down with water to remove all dust buildup. Any exposed area must be cleaned of any dirt, debris and dust. Exposed area includes barrels, compressor, instrument panels, Auger, DCU and floors. This work shall be done on a quarterly basis. -- 2 of 15 -- 1.4.4 RANGE FILTERS. The contractor shall remove, dispose of, and replace filters on the roof and side handler systems for the firing range. The contractor shall order, purchase, replace and pay for the replacement of the defective filters. The contractor shall be available within 24 hours of notification to perform these duties, if necessary. The contractor shall need to provide 25 F-class 9, bag filters. The size of the filters is 592cm x 592cm x 600cm. This work shall be done on a monthly basis. 1.4.5 RANGE INDOOR FLOORING. The contractor shall vacuum clean the inside of the firing range floor to remove all dirt, debris and dust. Additionally, the contractor shall remove any scuff and heel marks, stains, discoloration, and any other foreign matter with a damp/wet mop. After all debris and stains are removed, the contractor shall remove any standing water or water pooling on the range floor. The range floor consists of any visible flooring from the containment system to the storage rooms behind the back wall. This work shall be done on a basis of every two weeks. 1.4.6 ACTION TARGET TCT-4 SYSTEM. All exposed and reachable surfaces shall be vacuumed cleaned to remove all dirt, debris and dust. No water or liquid products shall be used to clean the surface of the impact plates. The contractor shall ensure the trough at the base of the unit is free of any dirt, debris, and dust. The contractor shall ensure dirt, debris, and/or dust shall not be pushed under or behind the TCT- 4 system or into the bullet collection chamber mouth. This work shall be done on basis of every two weeks. 1.4.7 BEHIND ACTION TARGET TCT-4 SYSTEM. All exposed and reachable surfaces shall be wiped, vacuumed cleaned and scrubbed cleaned of any dirt, debris, and dust. This work shall be on a semi-annual basis. 1.4.8 WORK FREQUENCY. In order to not interfere with daily use of the firing range all services identified in paragraphs 1.4.1 through 1.4.7 of this PWS, shall be accomplished only on Fridays.
