Scope of Work: Furnish all labor, equipment and materials as required in performing all operations involved in pumping of exterior grease traps, all in accordance with the statement of work and subject to the terms and conditions of this contract. 2. Location: The work is to be accomplished at Seymour Johnson Air Force Base, Goldsboro, North Carolina. 3. Workweek: The contractor workweek shall be 7:00 a.m. to 4:00 p.m., Monday through Friday, Federal holidays excluded. The Contracting Officer must approve and deviation from this time period, in advance. 4. Principle Features: The work to be accomplished includes, but is not limited to the following: 4.1 Servicing Grease Traps: This work shall include, but is not limited to, the following tasks for each service visit: 4.1.1 Pumping: Completely pump out all liquid and solid contents from the grease trap until the trap is empty. 4.1.2 Cleaning: Scrape and clean all interior walls, baffles, and surfaces to remove accumulated grease and residue. 4.1.3 Pipe Inspection: Visually inspect the inlet and outlet pipes for blockages. The Contractor shall clear any obstructions found within two (2) feet of the trap's inlet or outlet points. Responsibility for clogs further down the line any major clogs that are outside of the contractor’s responsibilities remains with the Base Water & Fuel Systems Shop. 4.1.4 Lid Maintenance: Thoroughly clean recesses for pit covers to ensure a proper and secure seal upon replacement. 4.2 Spillage shall be avoided: any accidental spill caused by the Contractor that results in either immediate and/or latent damage to government property shall be cleaned up and/or repaired as directed by the Contracting Officer, at no additional cost to the government. The Contractor shall have spill response equipment on the truck at all times while servicing grease traps. 5. Scheduling of Work: The Contractor shall submit a detailed work schedule, prior to the start of any work, showing a calendar with the dates the work shall be accomplished. The Contracting Officer must approve any deviations from the submitted schedule 48 hours in advance. This schedule shall identify the specific dates for servicing each facility as outlined in Section 6.0. 5.1. (2) Grease traps are located outside the buildings. 7. Salvage and Disposal: 7.1 Grease Traps. All waste materials generated by pumping and/or cleaning or grease traps under this contract shall be handled, transported, stored, and disposed of off base by the Contractor in accordance with all applicable Federal, State, or Local laws, ordinances, regulations, court orders, or other types of rules or rulings having the effect of laws. All required reports will be submitted to the Contracting Officer. 7.2 The Contractor shall obtain all licenses and pay all fees for any portion of the contracted operation. -- 3 of 6 -- FA4809XXXXXXX Page 4 of 6 7.3 Any loss to the government for interruption of services resulting from failure to comply with all the laws and regulations will constitute a proper charge against the Contractor. 8. Submittals Required: All necessary data and permits shall be submitted by the contractor and be approved by the contracting officer prior to the start of work. Items to be submitted are as follows. 8.1 A detailed schedule as outlined in paragraph 5. 8.2 A copy of all permits required in performing this service contract. The permits shall indicate the following information. - A list of materials the Contractor is authorized to handle. - The destination and method of recycling or disposal of the materials. - A copy of the disposal records that the Contractor is required to file and maintain in accordance with the Environmental Protection Agency standards. 8.3 The Contactor shall report to the Water Fuels System Maintenance Shop Bldg. 2512, prior to starting each day’s required service under this contract. The Contractor shall fill out and turn in a Record of Disposal, as shown on attachment # 1, to the Water Fuels System Maintenance shop prior to departing from the base. The record shall show the facilities serviced and the amount of waste pumped out of each trap during that day’s service. 9. Safety It is the contractor's responsibility to ensure its employees and managers have a comprehensive understanding of and full compliance with all applicable Occupational Safety and Health Administration (OSHA) requirements. Detailed information is available on the OSHA website at http://www.osha.gov. It is the contractor's sole responsibility for compliance with OSHA, Public Law 91-596. The contractor shall comply with all federal, state, and local laws, and Air Force Instructions for the protection of their employees while working on an Air Force Installation or property. The protection of contractor employees is exclusively the obligation of the contractor.
