October 2022 PERFORMANCE WORK STATEMENT (PWS) FOR Northern Strike Plans Group (NSPG) Graywater Removal Services 1.1 The Contractor shall provide professional services, supervision, equipment, vehicles, labor, tools, quality control, storage, transportation, and furnish all supplies and materials, not provided by the Government, required for the supply and removal of Graywater from various training sites to a water treatment plant. 1.1.1 Period of Performance: 01AUG2026 – 15AUG2026. This contract is in support of Exercise Northern Strike (NS) 26-2 in and around Camp Grayling, MI (CGJMTC) and Grayling Army Airfield (GAAF). Set up between 28JUL2026 - 31JUL2026. Period of performance of services outlined in this PWS 01AUG2026 - 15AUG2026. Tear down and pack up equipment between 16AUG2026 - 19AUG2026. 1.1.2 Place of Performance: CGJMTC, MI; GAAF, MI. Services for daily graywater storage and removal are estimated to support out of no more than 15 locations. Missing Grid Coordinates shall be rectified NLT 48 hours prior to placement. 2.0 General 2.1 Base Access/Security. The award of this contract does not create a right to access any military installation. The contractor shall appoint a single individual to coordinate base access with the Government Point of Contact (POC) for all contractor employees, subcontractor employees, and delivery drivers. Prior to access to this installation the contractor shall coordinate with the COR, 1LT Samuel Misak, or MAJ Nicholas Fiebke no later than ten (10) business days prior to commencement of work. 2.1.1 Contractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Government representative), or, at OCONUS locations, IAW status of forces agreements and other theater regulations. 2.1.2 Contractor employees must be able to pass all security requirements IAW the Provost Marshall’s Policy to gain access to the installation to include providing all information required for background checks to meet installation access requirements which will be conducted by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. 2.1.3 The contractor and its employees shall comply with all base security and traffic regulations. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation -- 1 of 6 -- 2 Ver. October 2022 may result in the termination of the contractor employee’s installation driving privileges. All contractor employees shall carry proper identification with them at all times while on Camp Grayling Joint Maneuver Training Center. 2.1.4 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. 2.2 Physical Security. The contractor shall ensure all government equipment and materials in their possession are secured. 2.3 Safety/Environmental: The contractor shall comply with all federal and state Occupational Safety and Health Administration (OSHA) requirements and standards, technical orders, regulations, and referenced publications as published in the OSHA 29 CFR. 2.3.1 Contactor shall comply with the guidelines outlined in CG Regulation 200-1, Department of Health Services, and Department of Transportation for the transportation of Graywater on public roadways. 3.0 Government Property, Material, Equipment and Services: 3.1 The contractor shall furnish everything required to perform the services as indicated in Section 1. 4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E): 4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1 4.2 Containers to capture Graywater. 4.3 Fresh potable water. 4.4 The means to transport water to a Water Treatment facility. 4.5 HAZMAT Waste Certification as outlined by the Department of Health Services and Camp Grayling Environmental Office. 5.0 Requirements: The contractor shall: 5.1 Daily supply clean potable water, collect and transport Graywater to Government identified locations on or around Camp Grayling and Grayling Army Airfield. -- 2 of 6 -- 3 Ver. October 2022 5.2 Dispose of collected Graywater at a water treatment plant available on Camp Grayling. 5.2.1 Estimated 11,000-13,000 gallons/day with a maximum of 19,000 gallons for one day. 5.2.2 Site activities that produce Graywater include Field Feeding, Water Purification and Shower and Laundry. 5.3 Provide containers at each site that are at a minimum 10% larger capacity than the estimated gallons to be removed each day. 5.4 Contractor shall be required to have proper HAZMAT waste certification as outlined by the Department of Health Services and Camp Grayling Environmental Office in order to transport Graywater over public roads.
