STATEMENT OF WORK (SOW) FOR INSTALLATION OF CLOSED-CIRCUIT TELEVISION (CCTV) SECUIRTY SYSTEM SPANGDAHLEM AIR BASE, GERMANY 12 JUNE 2026 Installation of Closed-Circuit Television (CCTV) Security System Building 441A 1. Overview The purpose of this project is to provide and install a comprehensive Closed-Circuit Television (CCTV) Security System for Building 441A. The system shall provide real-time monitoring, video recording, storage, analytics, and security coverage for designated areas within the facility. 2. SUMMARY The Contractor shall perform all work and furnish all labor, supervision, tools, materials, equipment, transportation, permits, licenses, and incidentals necessary to accomplish the project described herein. The work consists of the complete installation, configuration, testing, commissioning, training, and maintenance of a CCTV security system in Building 441A. The Contractor shall provide a fully operational CCTV system that includes infrastructure, cameras, monitoring equipment, data storage, software licensing, programming, training, and maintenance support as specified in this Statement of Work. 3. SCOPE OF WORK The project consists of the following five components: 1. Infrastructure 2. Cameras 3. Monitoring System 4. Data Storage 5. Programming and Maintenance The infrastructure portion of the project shall be completed prior to installation of cameras, monitoring equipment, and system commissioning. -- 1 of 5 -- Training shall be provided for all monitoring equipment and software, including extension of camera visualizations to designated management offices. 4. CCTV SYSTEM REQUIREMENTS 4.1 Infrastructure The Contractor shall provide and install all infrastructure necessary to support the CCTV system, including but not limited to: • Network switches • SFP modules/transceivers • Patch cords • Cabling and connectors • Mounting hardware • Power supplies and associated equipment • Network integration components All cameras shall be connected to the Building 441A wireless network infrastructure unless otherwise approved by the Government. 4.2 Cameras The Contractor shall furnish and install a minimum of eight (8) cameras as required to provide complete coverage of designated areas. Camera requirements shall include: • Day and night recording capability • High-definition video quality • Wide Dynamic Range (WDR) • Color imaging capability • Real-time video transmission • Anti-vandal and tamper-resistant housing • Continuous monitoring and recording capability • Coverage of all designated areas including: o Play Place o Lobby o Gymnasium o Additional areas as determined during site survey 4.3 Monitoring System The Contractor shall provide a complete monitoring solution including: • Monitoring workstation(s) • Video management software -- 2 of 5 -- • Software licenses • Video analytics capabilities • User access controls • Live and recorded video viewing functionality The monitoring station shall include: • Minimum of one (1) 27-inch monitor for every eight (8) cameras installed • Extension of camera viewing capability to designated office locations • Real-time viewing and playback functionality 4.4 Data Storage The CCTV system shall provide: • Minimum thirty (30) days of continuous video retention • Secure storage of recorded video • Search and playback functionality • Protection against data loss and corruption 4.5 Programming and Maintenance The Contractor shall: • Configure and program all CCTV equipment • Configure recording schedules and retention periods • Configure user permissions and administrative access • Test and commission the entire system • Provide operator training and system documentation 5. TRAINING REQUIREMENTS The Contractor shall provide comprehensive training for designated personnel covering: • System operation • Monitoring procedures • Video retrieval and playback • Administrative functions • Basic troubleshooting procedures • Software utilization Training shall be completed prior to final system acceptance. -- 3 of 5 -- 6. WARRANTY AND MAINTENANCE The Contractor shall provide a minimum two (2) year warranty covering defects in workmanship, materials, equipment, and installation. The Contractor shall be responsible for correcting any defects discovered during the warranty period at no additional cost to the Government. The Contractor shall also provide a separate renewable service package proposal for: • Annual preventative maintenance • Software updates • Software license renewals • Life-cycle replacement planning • System support services • Equipment replacement recommendations 7. SOFTWARE AND LIFE-CYCLE SUPPORT The Contractor shall provide: • All required software • Software licenses • Software updates during the warranty period • Life-cycle replacement recommendations • Ongoing support and maintenance capabilities 8. CLEANUP The Contractor shall maintain a clean and safe work environment at all times. Upon completion of each work period and at project completion, the Contractor shall: • Remove debris and waste materials • Clean work areas • Dispose of materials in accordance with applicable regulations • Restore affected work areas to original condition 9. ENVIRONMENTAL REQUIREMENTS The Contractor shall comply with all applicable environmental laws, regulations, and installation-specific environmental requirements. -- 4 of 5 -- 10. ANTITERRORISM AND SECURITY REQUIREMENTS The Contractor shall comply with all applicable installation security requirements, force protection measures, and antiterrorism regulations while performing work on site. 11. SAFETY REQUIREMENTS The Contractor shall take all necessary precautions for the safety and protection of personnel, property, and equipment. The Contractor shall comply with all applicable: • Federal regulations • State regulations • Local regulations • Occupational safety requirements • Installation safety requirements • Applicable
