PERFORMANCE WORK STATEMENT (PWS) SUPPORT OF United States Army Cadet Command (USACC) Clarksville-Montgomery County Schools System (CMCSS) Laundry, Drycleaning, and Alteration 1312 Highway 48 Clarksville, TN 37040 Base Plus Four Options Part 1 General Information 1. GENERAL: This is a non-personnel services contract to provide for laundry, dry cleaning, and alteration/repair services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Laundry and Dry Cleaning (L&DC), and Alteration/Repair services for the Army Operational Camouflage Pattern (OCP) Uniforms and Army Service/Dress Uniform (ASU) as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2 Background: Clarksville-Montgomery County School Junior Reserve Officer Training Corps (JROTC) program consisting of approximately 1,600 cadets. Clarksville-Montgomery County School Army JROTC program is located at 1312 HWY 48/13 Clarksville, Tennessee 37040. All Clarksville-Montgomery County High Schools are located in the Clarksville, TN area. The following are the addresses for the eight high schools being serviced by this contract. • Clarksville High School 151 Richview Road Clarksville, TN 37043 • Kenwood High School 251 East Pine Mountain Road Clarksville, TN 37042 • Kirkwood High School 2702 Rossview Road Clarksville, TN 37043 • Montgomery-Central High School 3955 Highway 48 Cunningham, TN 37052 • Northeast High School 3701 Trenton Road Clarksville, TN 37040 • Northwest High School 800 Lafayette Road Clarksville, TN 37042 -- 1 of 13 -- • Rossview High School 1237 Rossview Road Clarksville, TN 37043 • West Creek High School 1210 West Creek Coyote Trail Clarksville, TN 37042 1.3 Objectives: 1.3.1. Launder Army Operational Camouflage Pattern (OCP) Uniforms and Army Service/Dress Uniform (ASU) shirts per label instructions. 1.3.2. Dry clean Army Service/Dress Uniforms (ASU) per label instructions. 1.3.3. Alterations and repair of service clothing per DA PAM 670-1. 1.3.4. Maintain accountability and tracking of all laundry, dry cleaning, alteration and repair items. 1.3.5. Contractor pick-up and delivery of L&DC and alteration and repair uniforms. 1.4 Scope: Services shall include but not limited to laundry, dry cleaning, alteration/repair, pick- up and delivery of uniforms. Alterations/repair shall henceforth be known as alteration(s). 1.5. General Information 1.5.1. Quality Control: The contractor shall develop and maintain an effective quality control program within 10 calendar days of contract award to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. 1.5.2. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.5.3. Recognized Holidays: Contractor is not required to perform services on the following Federal holidays: New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Juneteenth Christmas Day Independence Day 1.5.4. Hours: The eight high school Army JROTC programs within Clarksville-Montgomery County School System hours of operation are 9:00 am – 3:00 pm Central Time Zone, Monday -- 2 of 13 -- through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. 1.5.5. Place of Performance: The contractor shall be located within 30 miles of Clarksville- Montgomery County School Army JROTC program for unscheduled pick-ups from and delivery to the eight high school Army JROTC program Cadre. 1.5.5.1 Contractor Scheduled Pickup / Drop off: The contractor shall pick-up from and deliver to the eight different high schools in Clarksville-Montgomery County School Army JROTC program listed in Part 7 Technical Exhibit D between the hours of 9:00am and 3:00pm. LD&C, alterations and repair services will occur at the contractor’s place of business within 30 miles of Clarksville-Montgomery County School. 1.5.5.2. Unscheduled Pickup / Drop off: Clarksville-Montgomery County School Army JROTC program Cadre may make unscheduled drop offs and pick-ups at the contractor’s place of business during normal business hours. Clarksville-Montgomery County School Army JROTC program will provide a roster of authorized personnel to pick-up and drop off. 1.5.6. Type of Contract: The government will award a Firm-Fixed price contract. The prices in the Quantities Table. The Contractor shall bill for each item, at the contracted Firm Fixed Price unit price, as each individual item is laundered, dry cleaned, or altered. The Contractor shall invoice monthly for actual work performed. The quantities contained in the Contract Line-Item Schedule (CLIN) of the contract are estimates only.
