COAST GUARD BASE CAPE COD GUN RANGE CLEANING/MAINTENANCE

Performance Work Statement (PWS) for Range Services 1.0 INTRODUCTION Base Cape Cod (BCC) is acquiring services for the cleaning and maintenance of the small arms firing range (SAFR), the associated lobby areas and the heating, exhaust, and ventilation systems. All work shall be performed in accordance with applicable State and Federal regulations and any applicable Department of Defense (DOD) or Department of Homeland Security (DHS) policies. 2.0 BACKGROUND FORCECOM Armory Cape Cod (FCA-CC) in conjunction with BCC operates a live Small Arms Firing Range (SAFR). The facility is a six lane SAFR located at 3438 Beaman St, Buzzards Bay, MA 02532. The SAFR underwent a complete lead abatement and conversions to copper frangible ammunition in 2019. Copper frangible ammunition does release low concentrations of lead. Lead levels are expected to be low throughout the facility at present, apart from the range and bullet trap area. The SAFR is restricted to copper frangible ammunition at this time but may return to lead ammunition in the future as required. The SAFR facility is comprised of various areas as defined in Section 3.1 and shown in Figure 1 shown on page 15 of this PWS. Assumptions for this scope of work are: FORCECOM Armory Cape Cod implements an effective lead awareness training program and protocols to prevent cross contamination of lead in the adjacent building 3439. FORCECOM Armory Cape Cod implements weekly housekeeping measures in the SAFR. FORCECOM Armory Cape Cod completes daily, weekly, and monthly preventative maintenance on the Savage Range Systems Model 800W with Drag Conveyor bullet trap as prescribed in the Operation and Maintenance Manuals, Attachments 1 and 2. Bullet trap and HVAC maintenance will be completed in conjunction with an approved SAFR Cleaning. SCOPE SCHEDULED MAINTENANCE The Contractor shall provide a thorough cleaning of the SAFR Facility. Figure 1 shows the SAFR floor plan. Areas within the facility are to be cleaned below. Additionally, the Contractor will perform preventative maintenance on the Savage Range Systems Model 800W Snail trap with Drag Conveyor and perform preventative maintenance of the industrial non-re-circulating direct-fired heaters and associated ventilation system. More details regarding this work are provided in Section 5.0 Technical Requirements. Work will start no earlier than 0730 and will be completed daily prior to 1600. The weeks for the cleaning and maintenance shall be scheduled with the SAFR supervisor for the months of November, February, May, and August. 3.2 ADDITIONAL MAINTENANCE AND REPAIRS The Contractor shall conduct a closing conference with the COR and FORCECOM Armory Supervisor upon completion of services to inform Coast Guard personnel of conditions found, and to make recommendations related to correction, maintenance procedures, operations and continued safe operation. The Contractor shall immediately notify the COR and FORCECOM Armory Supervisor if a piece of equipment is found to be deficient, so that the equipment can be immediately removed from service until repairs have been made. When deficiencies are found the Contractor shall provide a written estimate for repairs.
