STATEMENT OF WORK FOR PARTS WASHERS AND ENVIRONMENTAL WASTE COLLECTION SERVICES Fairchild AFB July 2026 FA462026QA223 Attachment 1 - Statement of Work 1 of 9 -- 1 of 9 -- Statement of Work (SOW) For PARTS WASHERS AND ENVIRONMENTAL WASTE COLLECTION SERVICES Fairchild AFB, WA 1. BACKGROUND: Operations at Fairchild Air Force Base produce a variety of waste streams that have specific disposal requirements. The base also has parts washers that require servicing to support operations. The contractor shall properly dispose of all hazardous and regulated waste identified within the SOW. The contractor shall transport and dispose of hazardous waste at a state permitted Treatment Storage Disposal Facility (TSDF). Work shall comply with all federal, state, and local requirements and this SOW. 2. SCOPE OF WORK: 2.1. Inspection. Waste containing section of parts washers, paint gun cleaners, cabinets, and jet washers will be inspected at time of clean-out for overall condition. The contractor will inform the Government POC of any concerns that may require repair or replacement or that could cause leaks, damage, impaired functionality, or accelerated wear and tear. 2.2. Parts Washers. Parts washers will be supplied and serviced quarterly, or semi-annually, as denoted in Appendix A. The time between services shall be evenly spread and the servicing schedule must be approved by the Government POC prior to performance. Waste solvent will be transferred into the appropriate Department of Transportation (DOT) approved containers, provided by the contractor, for removal and proper disposal. Aqueous parts washer change-out shall include cleaning the holding tank of sludge. Wastewater and sludge will be transferred into the appropriate DOT approved containers provided by the contractor for removal and proper disposal. 2.3. Paint Gun Cleaning Units. Parts washers will be supplied and serviced quarterly, or semi- annually, as denoted in Appendix A. Solvent holding containers will be changed out or topped off with solvent meeting the equipment manufacturer’s requirements. Waste solvent will be transferred into the appropriate DOT approved containers provided by the contractor for removal and proper disposal. 2.4. Contaminated Wastewater. Water contaminated with oil, gasoline, aviation fuel, glycol products, cleaning solution, and wastewater exceeding local sanitary sewer discharge limits will be collected for recycling/disposal within 5 business days of request. This service will be provided as needed and not on a routine schedule. If material is determined to be non-recyclable, and does not designate as hazardous waste, material will be solidified and disposed of in a permitted landfill. The contractor shall have the capabilities to transport both containers (e.g. drums) and bulk fluid (e.g. vacuum truck); bulk fluid is the most common. 2.5. Contaminated/Used Oil. Oil will be collected for recycling/disposal within 5 business days of request. This service will be provided as needed and not on a routine schedule. If material is determined to be non-recyclable, and does not designate as hazardous waste, material will be solidified and disposed of in a permitted landfill. See Appendix C for Typical Service Sites and Capacities. Fuel products, including gasoline, diesel, and aviation fuel, will be collected for recycling/disposal within 5 business days of request. Glycol products (propylene, ethylene, spent/contaminated, etc.) will be collected for recycling/disposal within 5 business days of request. This service will be provided as needed and not on a routine schedule. If material is determined to be non-recyclable, and does not designate as hazardous waste, material will be solidified and disposed of in a permitted landfill. See Appendix C for Typical Service Sites and Capacities. Spent de-icing fluid will be collected for recycling/disposal within 5 business days of request. This service will be provided as needed and not on a routine schedule. This service will be provided up to four times per year. See Appendix C for Typical Service Sites and Capacities. 2.9. Leased Parts Washers & Paint Gun Cleaners. Parts’ washers and paint gun cleaners supplied by the vendor, IAW Appendix A, shall be maintained by the contractor. All general maintenance to ensure the equipment is 100% operational shall be the responsibility of the vendor as part of the lease. This includes all replacement parts and labor required to maintain the leased equipment. 2.10. Reimbursable Parts and Labor. The contractor shall be responsible for replacement parts and labor costs up to but not exceeding $500.00 per occurrence for all Government owned equipment. Parts reimbursement will be on a cost plus no more than 10% markup. The Government POC shall approve all repairs between $500.00 and $2,500.00. Repair costs exceeding $2,500.00 must be approved by the CO prior to work being accomplished. 3.
