PERFORMANCE WORK STATEMENT FOR LAKEHURST ANNEX HAZMAT 1. DESCRIPTION OF SERVICES 1.1. Scope of Work. The contractor shall furnish all management, supervision, personnel, tolls and other equipment. 87LRS will provide vehicles and forklift as required to operate Hazardous Material (HAZMAT) distribution at Joint Base McGuire Dix Lakehurst (JBMDL) Lakehurst buildings 271, 674, 579 and 609 and storage containers adjacent to building 674. Service will be provided to Air Force mission partners and tenants who operate on JBMDL Lakehurst. 1.2. HAZMAT Operations: The Contractor shall be responsible for storing, inventorying, receiving, segregating, labeling, marking and issuing HAZMAT in accordance with Air Force Instruction (AFI) 32-7086, Hazardous Materials Management, AFI 32-7042, Solid and Hazardous Waste Compliance, and AFI 32-7080, Pollution Prevention Program, JB MDL Hazardous Waste Management Plan for critical Air Force hazardous material requirement and all federal, state, local, Department of Defense (DoD), and Air Force environmental laws and regulations in effect at time of performance. AFI 32-7086 Hazardous Material Management purpose is to: (1) support Air Force mission partner and tenant missions; (2) to protect the safety and health of personnel on Air Force installations and communities surrounding Air Force installations by ensuring proper management of HAZMAT; (3) to minimize Air Force, mission partner and tenant use of HAZMAT consistent with mission requirements; (4) and to maintain Air Force compliance with environmental requirements for HAZMAT usage. HAZMAT is DoD owned and managed in EESOH/MIS not ILS-S. 1.3. The contractor shall take corrective and/or preventative actions in the event an environmental nonconformance or noncompliance associated with the services is identified. In the case of a nonconformance, the contractor shall respond and take corrective action based on the time schedule established by the Contracting Officer Representative (COR). The contractor will clean-up any and all spills on Lakehurst during normal duty hours. For all spills the contractor must contact the base Fire Department and clean-up will be accomplished by the contractor, e.g. paint spills. For large spills Civil Engineering (CE) or a contractor will accomplish the other clean-ups and the contractor will be required to reimburse the government for the cost of clean-up if the spill is the fault of the contractor. In the event of a spill, the COR will be contacted and the COR will make the determination as to size of the spill and who is contacted 1.4. The contractor will brief customers of potential hazardous associated with all HAZMAT when issuing to customer. The contractor will process property in the Enterprise Environmental Safety and Occupational Health Management Information System (EESOH/MIS).The contractor will ensure material has the proper Safety Data Sheet (SDS) uploaded in system. If no SDS is uploaded contact EESOH/MIS help desk to have SDS loaded. The contractor will do research on HAZMAT items to be purchased and provide HAZMAT GPC credit card holder information to purchase the items. The contractor will verify the authorized user listing, ensuring the -- 1 of 4 -- customer is authorized to purchase the items. The contractor will follow in case of a conflict among these laws and regulations, the most stringent laws or regulations shall apply. 1.5. If as a result of the contractor’s noncompliance with any applicable environmental law or requirement, the Government incurs any cost (e.g., the cost of cleaning up a hazardous waste spill); the contractor shall identify the Government and provide reimbursement for these costs. All fines levied by federal, state and or local regulators will be paid by the contractor. 1.6. The contractor shall obtain non-hazardous products when available and shall participate in established recycling programs. Prior to any purchase, stocking, and distribution of hazardous products, the contractor will comply with AFI-7086 Hazardous Materials Management governing hazardous material. The contractor shall maintain Safety Data Sheets SDS for all chemicals and shall have them available for customers on products that require SDS. The contractor is required to have the following training requirements. Forty hours of training on Operational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response Standards (HAZWOPER) and associated annual refresher. Training on EESOH/MIS system and OSHA Hazardous Communications (HAZCOM). The requirement to have EESOH/MIS training will be validated. 1.6.1. The contractor will participate in the installation Hazardous Material Management Process Team. This management process team reviews hazardous materials as necessary to determine less hazardous substitutes. The team also reviews storage requirements on JBMDL and associated hazardous material requirements. 1.7. GOVERNMENT FURNISHED PROPERTY: 1.7.1. Space Assignment. The contractor will operate out of building 271 with primary storage of assets in building 674 with adjacent storage containers, building 609 and building 579. The contractor is responsible for all costs associated with daily operations, and planning costs for the spaces within their control. The contractor is also responsible for the design, installation, and maintenance of internal and external signs advertising these locations. 1.7.2. Utilities. The government will provide utilities, i.e., water, electricity and refuse collection. Refuse collection does not include hazardous waste. 1.7.3. Telecommunications. The government will provide the contractor POC with the following: two computers, three monitors, one Multi-Function Device, one Thermal Printer, and two Telephones).
