STATEMENT OF WORK FOR DEFENSE LOGISTICS AGENCY DISPOSITION SERVICES COLUMBUS ORDER PICKER & TURRET TRUCK PURCHASE TABLE OF CONTENTS INTRODUCTION ORDER PICKER – SALIENT CHARACTERISTICS TURRET TRUCK – SALIENT CHARACTERISTICS MANUALS AND FAMILIARIZATION TRAINING EQUIPMENT DELIVERY AND WARRANTY DESTINATION SPILL RESPONSIBILITY INVOICING INFORMATION STATEMENT OF WORK (SOW) INTRODUCTION The primary mission of the Defense Logistics Agency (DLA) Installation Management is to directly provide services for DLA Disposition Services (DS). DLA DS function is to dispose of Department of War (DoW) excess and surplus personal property generated by the military services. This is accomplished through reutilization to other DoW activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the public, or ultimate disposal through abandonment or destruction. DLA DS and Installation Management are headquartered in Battle Creek, Michigan, with a variety of field sites worldwide. The purpose of this contract is to acquire new industrial equipment, Order Pickers and Turret Trucks at DLA DS Columbus. This procurement service is funded through DLA Installation Management. DLA Installation Management’s Point of Contact (POC) will certify the invoice submitted through the Wide Area Workflow (WAWF) system; the on-site POC will verify the order is properly received and installed In Accordance With (IAW) specifications. Upon receipt of a Task Order (TO), the Contractor has 12 months to deliver the Order Pickers and Turret Trucks to DLA DS Columbus (address in section 6). The Contracting Officer (KO) may extend the delivery period for extenuating circumstances. A written request for extension must be received from the Contractor detailing the circumstances that delayed delivery. Such written notifications will include the subject TO number, reason(s) for the delay with supporting substantiated documentation, as applicable, and the estimated date and time for completed performance. This contract is a one-time Firm-Fixed Price (FFP) contract. New Equipment ONLY; no remanufactured or “gray market” items. The Order Pickers and Turret Trucks will have a DoW item unique identification (IUID) in compliance with DFARS 252.211-7003 (252.211-7003 Item Unique Identification and Valuation). CLIN 0001 - ORDER PICKER – with Railing System and Maintenance-Free Battery - SALIENT CHARACTERISTICS When CLIN 0001 is ordered, the Contractor shall purchase, deliver, for two (2) Order Pickers with the following salient characteristics: Order Selector, Electric, 3,000lb minimum lifting capacity. Must be rail guide capable with rails set at 60” wide (inside a 69” racking system). Lift height: Minimum 274” with lift limit switch (and bypass function) that can be set by operator (Site Maintenance). Maximum Collapsed (Travel) height at 142”. Power source: Maintenance-free battery system(such as Sealed Lead-Acid(SLA) batteries, Gel Batteries, Lithium-ion (LI-ion) batteries, or Thin Plate Pure Lead (TPPL) batteries) with charger per unit, with microprocessor controls to manage a multi-stage charging process (e.g., bulk, absorption, and float stages). Input AC 3-Phase; 60 Hz; 8.8KVA. Capable of operating 60” wide narrow Aisles. Operator platform with safety rails and harness attachment points. Equipped with Pallet Lock Mechanism for standard 40 x 48 pallet. Two durable (composite, heavy plastic, or aluminum) 40 x 48 skids per unit with skid resistant wearing surface. Must have back up alarm, horn, and blue way-light for operating in reverse. Must be equipped with keypad ignition feature that supports multiple PIN log-in entries to place machine into operation. Compliance with Occupational Safety and Health Administration (OSHA) and American National Standards Institute (ANSI) safety standards. Must include battery, battery charger, operator manual (Electronic [PDF]), two keys per unit, and any necessary maintenance toolkit. CLIN 0002 - TURRET TRUCK with Railing System and Maintenance-Free Battery - SALIENT CHARACTERISTICS When CLIN 0002 is ordered, the Contractor shall purchase, deliver, and provide familiarization training for two (2) Turret Trucks with the following salient characteristics: Turret Truck, Electric, 3,000lb minimum lifting capacity. Must be rail guide capable with rails set at 60” wide (inside a 69” racking system). Lift height: Minimum 274” with lift limit switch (and bypass function) that can be set by operator (Site Maintenance). Maximum Collapsed (Travel) height at 142”. Must turret to both left and right of machine for product placement in either direction. Power source: Maintenance-free battery system with charger (per unit) – one additional Battery per/unit for alternating charging. Battery must be removable by portable Battery Changer (with magnetic puller). Battery Maximum weight – 3800 lbs, with microprocessor controls to manage a multi-stage charging process (e.g., bulk, absorption, and float stages). Input AC 3-Phase; 60 Hz; 8.8KVA. Operator platform with seat, safety rails (3-bar side gate), and harness attachment points. Seat must be of the design that permits seated, standing, and ¾ seated operating positions (seat bottom needs to be able to flip up and down with ease). Must have back up alarm, Horn, and blue way-light for operating in reverse. Must be equipped with keypad ignition feature that supports multiple PIN log-in entries to place machine into operation.
