1.0 Task Order Overview
This procurement will result in up to three (3) Firm Fixed Price (FFP) Indefinite-Delivery-
Indefinite-Quantity (IDIQ) contracts, for multi‐discipline A‐E services for planning,
studies/assessments, and/or design of renovation projects. The requirement of the
Architect-Engineer (A-E) IDIQ is to provide professional architectural and engineering
design services and technical advisory support to assist the Government in the planning
design, and development of facility and infrastructure projects. Projects may include
single or multiple disciplines, such as: structural, civil, mechanical, plumbing, electrical,
architectural, planning, environmental, fire protection, and cost estimating. The types of
projects may include, interior building renovations, failure investigation including
destructive and non‐destructive testing, structural engineering investigations, utility
systems including sanitary and storm, water systems, storm water management,
electrical and mechanical design for renovations.
2.0 Background
The Department of Commerce in Washington, DC, is seeking Firm Fixed Price (FFP)
Indefinite-Delivery-Indefinite-Quantity (IDIQ) contracts for multi-discipline Architect-
Engineer (A-E) services specifically tailored to the historic Herbert C. Hoover Building
(HCHB). This initiative aims to address the renovation needs of the HCHB, a building of
historical significance central to the DOC mission. The contracts cover planning,
assessments, and design services for various spaces within the HCHB, preserving its
historical integrity while enhancing safety and quality.
2.1 Objective
This contract is for A-E design services in support of various projects at the Department
of Commerce (DOC), Herbert C Hoover Building (HCHB). Projects will require multi-
disciplinary engineering services in support of the DOC mission. Building Management
Division (BMD), as part of the Office of Facilities and Environmental Quality (OFEQ),
provides routine and emergency repair services to maintain and operate the HCHB
heating, ventilation, cooling, steam, electrical, plumbing and elevator systems.
3.0 Requirement
3.1. The A-E firm shall provide all labor and materials to provide facility planning and
design services for sustainment/renovation/modernization projects. The A-E services
shall include work in areas such as planning studies, developing of requirements,
preparing engineering evaluations, project scope, unit guidance or parametric cost
estimating, cost valuation surveying, development of alternatives and economic
analysis, utilities, access, constraints and identification of environmental issues,

recommendations on potential utilities impacts, sustainable features, and may require
enhancement of previously prepared basic documentation. All such support shall be
accomplished in strict accordance with all DOC and GSA standards, processes, and
procedures. Architectural and engineering requirements will be identified in individual
Delivery Orders.
3.2. A‐E services shall include, at the minimum:
3.2.1. Facility planning and project development: Services shall include work such
as preparing master plans, project/site plans for proposed facility/infrastructure
projects. Facility planning may be requested for renovation, and repair projects.
3.2.2. Development of Design‐Bid‐ Build (DBB) packages: Services shall include
preparation of drawings and specifications for renovation, addition, repair projects.
Design meetings with the government may be required in order to agree on design
solution(s) that meet the government’s project requirements.
3.2.3. Development of Design‐Build (DB) Request for Proposal (RFP) packages:
Services shall include working with a construction manager as part of a design-
build team to prepare drawings and specifications for renovation, additions, repair
or new construction projects. Design meetings with the government may be
required in order to agree on design-build solution(s) that meet the government’s
project requirements.
3.2.4. Preparation of cost estimates using unit guidance and parametric cost
estimating: Services shall include preparing cost estimates for renovation, repair
construction projects based on prepared design documents.
3.2.5. Development of alternatives and economic analysis: Service shall include
providing alternate design solutions and associated economic impacts for
renovation, addition, repair construction projects.
3.2.6. Condition assessment: Services shall include performing studies of existing
buildings and/or components of buildings to validate existing conditions that may
then be used to inform future proposed design solutions. Site visits may be
required to document existing facility/infrastructure conditions.
3.2.7. Field investigations (including utility and geotechnical): Services shall
include conducting field surveys/investigations of existing sites, buildings or
specific components of a building (i.e HVAC or electrical systems) in order to
document current status of a facility’s infrastructure. The results of any field
investigations may then be used to assist with the preparation of design documents
for a particular project.
