Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source under the authority of FAR Part 13.106-1(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available. The Government intends to solicit with Dynapower LLC for system configuration of Dynapower high power generation equipment. The NAICS code is 335999 and the Small Business Standard is 600. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2026-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20260702. This notice of intent is NOT a request for competitive quotes. However, all responses received by 7/30/26 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. System Configuration shall include modification of Dynapower proprietary software of programmable logic controllers and hardware components. The Service is required to adjust Original Equipment Manufacturer (OEM) system defaults to site specific configurations in order for the power generation equipment to meet detailed U.S. Navy (USN) mission requirements. The Contractor shall provide on-site subject matter experts during overall system testing to ensure the implemented configuration changes are producing the expected results. Period of performance shall be 45 days from the first day of onsite support to delivery of site report. 2.0 BACKGROUND: The Magnetic Silencing Facility/Magnetic Treatment Facility in Norfolk, VA was upgraded with new Dynapower power generation equipment to ensure the facility has sufficient power capacity to satisfactorily magnetically treat the hull of all current and future USN surface ships to include the USN large deck CVN class. The installed high power generation equipment (hardware/software) must be configured to meet site specific requirements. 3.0 OBJECTIVE: 3.1 The contractor shall provide: 3.1.1 A subject matter expert to make modification to the proprietary system control in order for the system to meet site-specific mission requirements. 3.1.1.1 Modify the programmable logic controllers (PLCs) to address hardware configuration 3.1.1.2 System modifications will be implemented within the site-specific safety protocol requirements in reference to: 3.1.1.2.1 Current monitoring 3.1.1.2.2 Input power monitoring 3.1.1.2.3 Control routines 3.1.1.2.4 Dual rectifier current output synchronization 3.1.2 Configure or replace hardware to stabilize low current (< 500 A) to have a ripple of less than 50 A 3.1.2.1 Four new fire control boards 3.1.3 Configure hardware to reduce current ramp time (< 1 sec) for low dual rectifier current (< 500 A) output request 3.1.4 Configure hardware to reduce low current (< 500 A) dual rectifier output response time (< 1 sec) from request to delivery 3.1.5 Calibrate control cabinet current meter (DCCT) and remove current offsets 3.1.6 A subject matter expert to monitor system performance and provide feedback to the Government during overall system testing to ensure implemented changes produce the expected results. 3.1.7 Produce an updated system documentation set detailing system configuration at the culmination of all changes made and test results 3.1.8 Provide improved/additional documentation for the cooling pumps and heat exchange system that include: 3.1.8.1 Routine maintenance 3.1.8.2 Filling/purging procedures 3.1.8.3 Troubleshooting 4.0 SPECIAL QUALIFICATIONS: 4.1 The Contractor shall ensure the Subject Matter Expert sent for on-site services ha
