460th Contracting Squadron RFQ FA254326Q0011 1 COMBINED SYNOPSIS/SOLICITATION Rectifier Inverter System Replacement This is an official Request for Quote (RFQ) – Notice: FA254326Q0011 In accordance with RFO 12.202: This is a combined synopsis/solicitation for commercial items prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number: FA254326Q0011 is hereby issued as a Request for Quotation (RFQ) for the procurement and delivery of 1 each rectifier. This notice encompasses all instruction necessary to fulfill the requirement as defined in the Statement of Need. This acquisition is a 100% small business set-aside. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov – Revolutionary FAR Overhaul (RFO). The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular, FAC 2026-01, Effective 13 March 2026, and the Revolutionary FAR Overhaul (RFO) as applicable. The Government intends to award a Fixed-Price Contract based on the Lowest Price Technically Acceptable (LPTA) offeror approach. The associated NAICS code for this acquisition is 335999 with a size standard of 600 employees. This NAICS code should be included in the offeror’s SAM.gov representations and certifications by the time this RFQ closes; Or, the offeror’s representations and certifications must include NAICS codes that confirm that the offeror is a small business by having a more restrictive size standard than 600 employees. Quotes shall be valid through 30 September 2026. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of current SAM registration will make an offeror ineligible for award. The 460th Contracting Squadron, Buckley SFB, CO, plans to procure the following services in accordance with the attached Statement of Need dated 30 June 2026. The contract CLIN structure is detailed below and shall be priced. The Contractor shall complete installation of the rectifier system and all other contractual requirements within 180 calendar days After Receipt of Order (ARO). This may be adjusted for equipment lead times. Limited access: All contractor employees are required to be able to pass a background check to enter the installation. To ensure all responses are received, responses must include the RFQ number (FA254326Q0011) and title (Rectifier Inverter System Replacement) in the subject line of the email submission and are to be sent to both the Contracting Officer (TSgt Matthew Kennedy, matthew.kennedy.24@spaceforce.mil) and Contract Specialist (2d Lt Maurice Epps, maurice.epps@spaceforce.mil). Site Visit: A formal site visit will be held on Buckley SFB on 31 July 2026 at 1000 Mountain Time. This site visit will allow prospective offerors the opportunity to inspect the site and assess the conditions relevant to the performance of this requirement. Attendance of this site visit is highly encouraged for all prospective offerors. The contractor shall provide the names of all members attending the site visit to the Contracting Officer and Contract Specialist listed above by Wednesday, 29 July 2026 at 1400 Mountain Time. Any contractor attending the site visit will need to be sponsored onto the base at the visitors center prior to the site visit starting, and should arrive in time to be sponsored prior to 1000 Mountain Time on 31 July 2026. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Lowest Price Technically Acceptable evaluation approach criteria: Price – The Offeror’s quote will be evaluated for reasonable, complete, and balanced pricing. Technical (Capability of the services offered to meet the Government’s need) – The offeror shall provide a technical document that is specific and complete in how the offeror will address all requirements. The contractor’s response must demonstrate the capability to perform all requirements and provide a detailed technical response of how all required items within SoN will be accomplished.
