The U.S. Army Corps of Engineers, Baltimore District, East Campus Integrated Program OƯice (ECIPO) requests letters of interest from POTENTIAL PRIME CONSTRUCTION CONTRACTORS concerning the potential project described below. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Responses to this source sought announcement will be used by the Government to make appropriate acquisition decisions. This project will be for the construction of the East Campus OƯice Trailers at Fort Meade, Maryland. The magnitude of this project is between $5,000,000 and $10,000,000. The North American Industry Classification System code (NAICS) for this acquisition is 236220 – Commercial and Institutional Building Construction with an SBA size standard of $45,000,000.00. Project & Regulatory Description Regulatory Authority & Policy Mandate: In accordance with the Assistant Secretary of the Army for Installations, Energy, & Environment (ASA IE&E) policy memorandum, "Facility Construction Policy Implementing Installation Resilience through Industrialized Construction (IC) Methodologies," dated July 31, 2026, the Army mandates the integration of Industrialized Construction (IC) methodologies—specifically Volumetric Modular Construction—for repeatable facilities such as administrative oƯices. This procurement is being structured as a Commercial Design-Build project to leverage existing commercial-oƯ-the-shelf (COTS) modular designs to achieve the Army’s strategic objectives of accelerating facility delivery speed by up to 50% and reducing lifecycle costs by up to 30%. -- 1 of 4 -- Project Description: Proposed oƯice structures will be located at the end of Taylor Avenue at Fort Meade, Maryland adjacent to the East Campus Program, outside of the secure NSA fenceline. USACE has a requirement for a Commercial Design-Build Construction project to purchase and install a cluster of four (4) portable, volumetric modular oƯice structures on the lot where the Golf Course Clubhouse (presently partially demolished) once stood. Trailers will be installed on the existing hardstand. Trailers will be provided complete and ready to occupy, with power, potable water, sewer, communications, fire alarm and sprinkler, systems furniture areas, private oƯices, group oƯices, break rooms, and collateral. Civil work will consist of trench excavation to bring existing utilities nearby to the appropriate service points beneath each trailer, limited site demolition of parking curbing and islands interior to the hardstand, and adjustments of site lighting to coordinate. The End user will require a final layout for review and approval to fabricate the oƯice structures, and to coordinate the final order for the furnishings which will be obtained outside this construction contract, as “other appropriations”. Upon Beneficial Occupancy, the Government will take final ownership of the structures (classified as Real Property) and be responsible for periodic maintenance, janitorial services, and trash removal and disposal outside the bounds of this Design-Build Construction Contract. Industry Response Questionnaire Interested PRIME CONSTRUCTION CONTRACTORS shall submit a narrative demonstrating their experience with projects of a similar nature (minimum value of $2M). Further, please include in your response the following questions in the exact order: 1. Organization Details: Organization name, address, email address, website address, telephone number, and business size (small or large) and type of ownership for the organization. Include UEI (formerly DUNS) number and CAGE code. 2. Interest Level: Firm’s interest in providing a proposal on the pending solicitation once issued as a Prime Contractor. 3. Industrialized Construction Experience: Evidence of capabilities to perform work comparable to that required for this project (e.g., management of factory fabrication, transportation, site delivery, assembly, and fit-up of manufactured volumetric modular oƯice facilities). Provide three (3) recent, relevant, and comparable projects (no more than ten years old). Include the project name, dollar -- 2 of 4 -- value, key features, customer/user POC details, and the delivery method used (e.g., Design-Build, Commercial Product Procurement, etc.). 4. Bonding Capacity: Provide the firm’s Bonding Capability (construction bonding level per contract and aggregate bonding level, both expressed in dollars) via a letter from your surety company. Include any concerns associated with providing performance and payment bonds for the projected contract value. 5. Secure Environment & Citizenship Requirements: This project is required to be constructed within a secured military base environment (outside the NSA fence but within Fort Meade installation control) and only US citizens must be employed to complete all work on site. Identify whether this requirement impacts the cost or schedule of the project, and if so, what percentage increase or lead-time delay is anticipated. 6. Commercial Construction Initiatives (ASA IE&E Alignment):  A.
