Forest Products Laboratory – Building 50 Lighting Inverter Service
General Information
1.0 Scope of Work
The project will provide regular Preventative Maintenance and repair services to the FPL Building 50 lighting inverter,
which provides emergency power to the facility’s lighting system during power outages.
2.0 Background
FPL Building 50 – Centennial Research Facility – is a 90,000SF facility that houses research and administrative area. The
building is served by an Eaton 9355 30 kVA lighting inverter, to provide emergency backup power for lighting during
power outages. The inverter needs Preventative Maintenance, a screen replacement, and battery replacement.
Contractor Requirements
3.0 Technical Requirements / Tasks
A. Provide annual/major emergency lighting UPS/VRLA battery preventative maintenance inspection services:
i. Visual inspection of UPS cabinets and components, verify safety stickers & warning labels are intact,
inspect printed circuit boards, inverter assemblies and charging circuitry as well as external
peripheral switching components/input and output breakers/main feed breakers.
ii. Check proper operation of keypad or operator controls, calibrate date and time, perform infrared
temperature scan of electronics components and terminations, document ambient temperature,
record 6 most recent event and alarm log entries and reconcile entries.
iii. Check AD/DC capacitors for leakage or extrusion, check operation of cooling fans, verify and record
AC input and output voltage and current, verify and record charger voltage and current, verify and
calibrate float and equalize charger voltage, verify and record input and output frequency.
iv. Replace air filters, verify and perform transfer operation, check all gate drive signals, check all base
drive signals, place system into maintenance bypass
v. Tighten all electrical and electronic terminations and connections, clean cabinet fans, interior
components and exterior, ensure proper operation of connected loads and report outages in writing
to COR, provide written report of findings and system status, post and/or amend local equipment
logs and update status.
B. Battery replacement. Furnish & install 36 external and 108 internal replacement batteries in Eaton inverter
UPS.
i. Bring system safely offline, full replacement of existing battery string, disposal of old battery bank,
verify charging system is functioning properly, measure battery string float voltage/current.
ii. Provide 12-month battery warranty.
C. Replacement of display screen for Eaton 9355 Inverter UPS.
4.0 Construction Requirements
a. As a general rule, match the quality and appearance of existing construction at areas of patching or repair
work. The “work” or “project requirements” as defined herein isgenerally described but not necessarily
limited.
b. The site of the work is the USDA Forest Service, Forest Products Laboratory locatedat One Gifford
Pinchot Drive in Madison, Wisconsin, 53726. Contact Frank Morris,
Contracting Officer’s Representative, at (608) 231-9338 to make arrangements for a pre-proposal site
visit.
c. Construction debris shall be hauled off the site to an approved landfill, and shall be disposed of by the
Contractor. The contractor is encouraged to recycle or re-use to themaximum extent possible, any
materials removed under this contract.
d. Temporary Facilities: The Contractor shall be permitted to use Government electricalpower, water, and
restrooms at no cost. However, the contractor must make any required temporary connections to
Government provided utility systems.
e. Protection and Restoration: The Contractor shall protect all existing structures and features during the

progress of the work; shall remove from the site all debris and unused materials; and shall, upon
completion of the work, restore the site as nearly aspossible to its original condition, including the
replacement, at the Contractor's expense, of any structure, facility, landscaping, or feature which has
been damaged.
f. Safety
i. The Contractor shall assume full responsibility and liability for compliance with all applicable
Federal, State, and local regulations pertaining to the protection of workers, visitors to the site,
and persons occupying areas adjacent to the site, including the provisions of 29CFR1910 and
29CFR1926of the Code of Federal Regulations. The Contractor…
