This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation No. 19GE5026Q0099 is issued as a Request for Quotations (RFQ) for Construction Services for Electrical Upgrades, Renovations and Repairs at EPHI Compound, Ethiopian Public Health Institute (EPHI), Addis Ababa, Ethiopia. This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. Defense Priorities and Allocations System (DPAS): Not Applicable. (ii) A list of line-item number(s) and items, quantities, and units of measure (including option(s), if applicable). Contract Line-Item Numbers (CLINs), quantities, units of measure, and any options are provided in Attachment 2 – Schedule (Sections B through J). (iii) Description of Requirement for the items to be acquired -- 1 of 4 -- Combined Synopsis & Solicitation – RFQ No. 19GE5026Q0099 Page 2 of 4 The contractor shall furnish all supervision, labor, materials, equipment, transportation, permits, and incidentals necessary to execute the electrical upgrades, as fully described in the Statement of Work, specifications, drawings, and other technical documents included with this solicitation. Quoters shall submit one complete quotation in response to this solicitation, consisting of two physically separate volumes: Volume 1 – Price Quotation and Volume 2 – Technical Quotation. The Government will conduct a comparative best-value evaluation of complete quotations in accordance with the solicitation's evaluation criteria. Award will be made to the responsive, responsible quoter whose quotation represents the best value to the Government, technical and price factors considered. Detailed submission requirements and evaluation procedures are contained in Attachment 4 – Sections L and M. (iv) Date(s) and place(s) of delivery and acceptance and f.o.b. point • See Attachment 2 – Schedule (Sections B through J). Quoters are strongly encouraged to request access as early as practicable. Failure to request timely access to the Section J Attachments shall not constitute a basis for extending any solicitation deadline. All dates and times established in this solicitation remain unchanged unless changed by a formal amendment issued by the Contracting Officer. Quoters are responsible for reviewing the entire solicitation package and all attachments. Attention is directed to Attachment 4 (Sections L through M), which contains important information regarding the solicitation schedule and quotation submission requirements, including: • Subsections L.5.4 – Summary of Quotation Instructions • Subsection L.6(a) – Virtual Pre-Quotation Conference. • Subsection L.6 (b) – Site Visit. • Subsection L.8 – Due Date for Submission of Quotation Magnitude of Construction: The estimated magnitude of construction is not included in this solicitation. Under the current FAR, disclosure of the estimated magnitude of construction is no longer required and none will be disclosed for this commercial acquisition.
