1. General Information
This is a combined synopsis/solicitation for commercial products prepared in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being requested and a written
solicitation will not be issued. This acquisition is unrestricted / full and open competition.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made
under this solicitation until funds are available. The Government reserves the right to cancel this solicitation,
either before or after the closing date. In the event the Government cancels this solicitation, the
Government has no obligation to reimburse an offeror for any costs.
2. Requirement Description
The U.S. Air Force Academy (USAFA) Physics Department has a requirement for an Electron
Paramagnetic Resonance (EPR) Spectrometer System upgrade.
CLIN 0001: EPR Spectrometer System, Installation, and Training (Quantity: 1 Lot)
The vendor shall provide all equipment, software, shipping, on-site installation, integration, calibration,
and training to meet the Salient Characteristics defined in Attachment 1 - Salient Characteristics_EPR
Spectrometer. The Government will not provide IUID labeling. The Government will not consider any
quotes that contain used, reconditioned, refurbished, gray market, or liquidated stock.
3. Delivery and Place of Performance
• Delivery Schedule: To be proposed by the offeror. Items must be delivered within 180 days After
Receipt of Order (ARO).
• Place of Performance/Delivery: U.S. Air Force Academy, USAFA, CO 80840.
• Shipping Terms: FOB Destination. The offeror is responsible for all shipping costs. Shipping shall be
included in the price of CLIN 0001 and shall not be a separate line item.
4. Solicitation Provisions and Clauses
A. Addenda to FAR 52.212-1, Instructions to Offerors—Commercial Products and
Commercial Services:
1. Quote Validity: Offeror agrees to hold the prices in its quote firm until 30 September 2026.
2. Questions: All questions regarding this RFQ must be emailed to the Contracting Officer at
ronald.wilson.26@us.af.mil and the Contract Specialist at dawson.hopkinson@us.af.mil no later
than 14 July 2026 at 10:00 AM MDT. Questions and answers will be compiled and posted to
SAM.gov.

3. Submission: Submit signed, dated, and complete quotes via e-mail to Ronald Wilson at
ronald.wilson.26@us.af.mil and Dawson Hopkinson at dawson.hopkinson@us.af.mil. Zip files are
not an acceptable format.
4. Descriptive Literature: Offerors shall submit descriptive literature (e.g., specification sheets,
illustrations, product brochures) that clearly demonstrates the proposed solution meets all salient
characteristics in Attachment 1 - Salient Characteristics_EPR Spectrometer.
5. DODIN APL: All software or information technology products, including items embedded in
commercial products, must be on the DODIN Approved Products List (APL) or be capable of
obtaining a waiver from the Government’s technical personnel. If a waiver cannot be obtained, the
product will be considered unacceptable.
6. Offeror Acknowledgment: The vendor acknowledges that should its quote’s terms and conditions
conflict with mandatory provisions of the FAR, the FAR will govern and conflicting vendor terms are
unenforceable.
