The work to be performed under this contract will be performed at Wright- Patterson Air Force Base, Greene County, Ohio. The contractor shall comply with the terms and conditions of this contract and shall be immediately capable of addressing and interpreting all Environmental Laws and regulations as they pertain to the work performed under this contract period of performance. 1.1 DESCRIPTION OF SERVICES The Contractor shall provide all personnel, transportation, tools/materials/equipment, and other items necessary to transport waste containers from satellite accumulation areas (SAAs) to central accumulation areas (CAAs), manage container compliance within the CAAs, provide customer service and compliance assistance to the installation, and prepare containers for off- site disposition via Defense Logistics Agency – Disposition Services (DLA-DS) disposal contracts or other locally procured disposition contracts, if available. The Contractor shall perform these services in compliance with the Hazardous Materials Transportation Act (HMTA), and 49 Code of Federal Regulations (CFR) Department of Transportation (DOT); the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA); the Pollution Prevention Act; other applicable federal (including 40 CFR Parts 264/265, Subparts A through E), state, and local laws and regulations; the Toxic Substance Control Act (TSCA) 40 CFR Part 761 for storage and disposal of PCBs; related Department of Defense (DoD) and DAF directives (including DAF Instruction (DAFI) 32-7001 Environmental Management, AF Manual [AFMAN] 32-7002 Environmental Compliance and Pollution Prevention, and guidelines included in the Hazardous Waste Playbook); and the installation-level Hazardous Waste Management Plan (HWMP). Wastes covered by this contract may include RCRA hazardous waste, non-RCRA waste, State- regulated wastes, non-State regulated wastes, universal wastes, gas cylinders, used oils, off- spec fuels, polychlorinated biphenyls (PCBs), asbestos, or other wastes generated at WPAFB. In accordance with the Air Force Manual (AFMAN) 32-7002 Environmental Compliance and Pollution Prevention, SAAs are hereto referred to as Initial Accumulation Points (IAPs) and CAAs as hazardous waste accumulation areas (HWAS). -- 4 of 30 -- 2 1.1.1 KEY TASKS AND REQUIRMENTS 1.1.1.1 HW PROGRAM CONTAINER PICK-UPS The Contractor shall pick-up all containers of waste from either IAPs or points of generation (non-IAPs) on the installation and transport the waste to the corresponding HWAS as appropriate: 1) 90-day accumulation site in Area A 2) 1-year TSDF site in Area B or 3) Universal Waste Lamp facility in Area B. WPAFB includes approximately 115 IAPs. The requirements of this section apply to all waste type containers except gas cylinders.
