EVAL/REPAIR of Converters

Statement of Work (SOW) For Evaluation/Repair of UP Converters Requirement #: WXS-0146 Distribution Statement D: Distribution authorized to Department of Defense and U.S. DoD contractors only (Administrative or Operational Use) (04 April 2019). Other requests shall be referred to Naval Surface Warfare Center, Crane Division; Airborne Electronic Attack Systems Division; Building 3330C, Code WXS; 300 Highway 361; Crane, IN 47522-5001." SCOPE The scope of this SOW is for the evaluation/repair of MFR PN: R7385-4, NGC PN: 561R593H01, UP Converters in support of the EA-18G FST program. The S/N's that are being sent to Vendor non RFI are: 01248, 01700, 02149, 02221, 02279, 02512, 02563, 02657, 02908, and 03637. 2.0 Background Airborne Electronic Attack Systems Division has need for the evaluation/repair of 10 each UP Converters in support of the EA-18G FST Program. If any of the assets, S/Ns above, are to be considered Beyond Economical Repair (BER), they will be returned to NSWC Crane for disposal. 3.0 NON-PERSONAL SERVICES This SOW identifies services that are strictly non-personal in nature. APPLICABLE DOCUMENTS DD FORM 254 5.0 REQUIREMENTS The contractor is required to maintain a SECRET facility security clearance. The contractor is required to maintain a level of safeguarding for classified information/material at the SECRET level. The contractor is required to protect critical information associated with this contract to prevent unauthorized disclosure and will observe OPSEC requirements. The contractor will assist in modernizing systems that are classified. Techniques to modernize this equipment, testing of this equipment and overall system performance could be classified and the subject to email and written reports.  In this capacity, the contractor will generate and be in receipt of classified material. The contractor shall provide the evaluation, testing, and repair of the Integrated Microwave Assembly(s) in accordance with manufacture source control drawings for the part numbers described in the table below. The contractor shall return assets that are BER to NSWC Crane for disposal. The Contractor (and subcontractors at all tiers) shall implement a risk mitigation process when obtaining critical or high risk materiel in accordance with paragraphs (a) and (b) below: (a) If the materiel is currently in production or currently available, the materiel shall be obtained only from authorized sources. Authorized sources are the original manufacturer, a source with the express written authority of the original manufacturer or current design activity, or an authorized aftermarket manufacturer. (b) If the materiel is not in production or currently available from authorized sources, the materiel shall be obtained from suppliers that meet appropriate counterfeit avoidance criteria. Counterfeit avoidance criteria can be found in the following Industry Standards - SAE AS5553C, SAE AS6081, SAE AS6174A, SAE ARP6178, SAE AS6462B, and SAE AS6301. The Contractor shall notify the Contracting Officer when critical or high risk materiel cannot be obtained from an authorized source. The Contractor shall take mitigating actions to authenticate the materiel if purchased from another source.
