Description

Statement of Need Preventative Maintenance of Flow Cytometer Purpose: Acquisition of a new service contract to cover maintenance and repair to a Beckman Coulter Cytoflex flow cytometer. Background: The National Centers for Coastal Ocean Science, Beaufort Laboratory requires a service contract to cover maintenance and repair to the Cytoflex B5 R3 V5 flow cytometer manufactured by Beckman Coulter that is located at the Beaufort Laboratory (S/N BF38077, System ID No. 82891864). The instrument is used to separate and count HAB cells using their light scattering and fluorescing characteristics, an important capability for ongoing HAB forecasting objectives. The contract shall include one base year of service. Specifications: The contractor shall provide one calendar year of maintenance coverage for the Cytoflex B5 R3 V5 flow cytometer (S/N BF38077, System ID No. 82891864) • Unlimited emergency service with no additional charges for on-site labor, travel time, or travel expenses during Beckman Coulter’s normal business hours. • Scheduled preventive maintenance calls once per year to include cleaning, inspecting, adjustments, and calibration to published factory specifications. • Includes necessary replacement parts. • Engineering modifications enhancing performance and updating the instrument are included and are installed without charge during the preventative maintenance visits. • Beckman Coulter factory trained and certified engineers perform all service repairs within a three (3) day on-site response time guarantee. • Includes access the online MyBeckman Learning self-paced videos on Beckman Coulter’s website that provide learning of basic flow cytometry operation and familiarization. IT Security Requirements • The Assessment and Authorization (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required. • The contractor will not access, store, process or transmit any government-privileged information. The contractor will not have access to any non-public government information, systems and/or networks.
