Introduction and Purpose
1.1 Introduction
The Federal Bureau of Prisons (FBOP) is an agency of the Department of Justice (DOJ). It consists of 122 institutions throughout the United States, including Hawaii and Puerto Rico; six regional offices, Central Office (Headquarters), two staff training centers, and 23 Residential Reentry Management offices.
The FBOP is responsible for the custody and care of approximately 158,000 federally incarcerated individuals. Approximately 91 percent of these individuals are confined in FBOP-operated facilities, while the remainder are confined in community-based facilities and local jails.
The FBOP’s Women and Special Populations Branch (WASPB), one of the six branches of the Reentry Services Division (RSD), acts as the agency’s primary source for subject matter expertise on six distinct populations. The WASPB is involved in national policy development, identifying, tracking, and providing evidence-based services to these populations within the FBOP. The Federal Bureau of Prisons incarcerates approximately 12,000 incarcerated women across 28 federal prisons. This represents about 7% of the total federal incarcerated population. These incarcerated women are distributed among various facilities, including pre-trial centers, county jails, local jails, and residential reentry centers.
Despite this seemingly small percentage, it is essential to recognize that many correctional facilities were originally designed for incarcerated males. Consequently, women often find themselves in environments that may not fully address their unique needs. Additionally, 90% of incarcerated women have experienced trauma in their past, which further complicates their situation. Unfortunately, communication within these facilities often fails to consider this traumatic history, leading to re-traumatization and re-victimization.
1.2 Purpose
The purpose of this Statement of Work (SOW) is to outline the scope and expectations for a contractor who will provide specialized training to newly appointed executive leadership within FBOP correctional facilities exclusively housing women.

2.0 Scope of Work
Executive Employee Trauma-Informed and Women Specific Training
Develop and deliver a comprehensive trauma-informed training program that is responsive to women’s needs for executive leadership. This will include the design of a customized curriculum that addresses principles that are designed for incarcerated women and trauma-informed in correctional communication and management leadership strategies. This customized curriculum will include but is not limited to understanding woman-specific communication dynamics, recognizing trauma triggers and responses, effective communication strategies for supporting trauma survivors, and creating a safe environment.
Facilitate engaging and interactive training sessions for institutional executive leaders. These sessions may include workshops, role-playing exercises, case studies, and group discussions.
Ensure that all content of the curriculum is evidence-based and recognizes incarcerated women's unique needs and experiences.
Incorporate trauma-informed communication techniques to promote a safe and supportive environment for employees and the incarcerated population.
Training will be provided once per fiscal year.

Empower executive leadership to champion women specific and trauma-informed practices. Promote change within the organization.
Build a Culture of Safety
Recognize the importance of establishing an institution with clear boundaries to ensure respectful and appropriate interactions between employees and incarcerated individuals. Building a safe culture by utilizing healthy boundaries contributes to an environment that prevents harmful behaviors and promotes mutual respect, emphasizes empathy, cultural competence, and restorative practices.
Sexual Safety of Incarcerated Population
Ensure strict adherence to the Prison Rape Elimination Act (PREA) and ensure that all employees have a comprehensive understanding of its provisions. Recognizing the importance of healthy boundaries, respectful interactions, and prevention strategies, as well as how to promote empathy when dealing with different populations.
Data-Informed Leadership
Understand the practice of using data to inform leadership decisions within the institution. Learn techniques to use data to enhance decision-making, improve best practice outcomes, and better serve employees and the incarcerated population.
Cultural Considerations and Special Populations:
Identify the importance of understanding and managing special populations with cultural considerations. These special populations encompass a wide range, including but not limited to people with disabilities, veterans, pregnant women, and aging women.
