Combined Synopsis /Solicitation Notice:
This is a COMBINED SYNOPSIS/SOLICITATION for commercial products or commercial services
prepared in accordance with Federal Acquisition Regulation Part 12. This announcement constitutes
the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number N4215826QC021 is issued as a Request for Quotation (RFQ). This solicitation
documents and incorporates provisions and clauses in effect through FAC 2026-01 Effective
03/13/2026 and the DFARS Change notice 5/7/2026. It is the responsibility of the contractor to be

Instructions to Contractor
Quotation shall consist of the following information and documentation submitted together:

Period of Performance (POP):
23 July 2026 – 22 December 2026
System for Award Management (SAM). A vendor must be registered in the SAM database to be
considered for award. Registration is free and can be completed on-line at http://sam.gov/.
Quote shall be submitted in either Microsoft Word, Excel spreadsheet or Adobe PDF. Quote must
include price(s), FOB Destination, point of contact, name and phone number, business size, and
payment terms. Price will be evaluated to determine whether it is fair and reasonable.
Failure to provide all the required documents, by the required date and time, may preclude a quotation
from award.

Performance Work Statement
Section A: Scope
1. Objective:
Complete repair for alignment test fixture S/N: 003 I/O circuit board to return it to fully
functional capabilities.
2. Background/Introduction
Norfolk Naval Shipyard (NNSY) overhauls the F-1542 band pass filters for all surface craft
communication systems. This overhaul involves the alignment of frequencies which requires the
use of filter alignment test fixture (P/N: 576056), serial number 003. Fixture requires repair after
open and inspect services were performed.

NNSY requires full functionality test radio frequencies of the band pass filter. The SRC is
unresponsive and not communicating correctly with the filter. In its current state, the filter is
unable to perform all the frequencies that need to be verified for proper communications due to a
