1. General
Summary.
The Contractor shall furnish all labor, materials, tools, equipment, transportation, and
supervision necessary to perform mechanical tree cutting and piling in project areas at
Peterson WPA in Gosper County, NE. Work shall comply with all applicable codes and US
Fish and Wildlife Service (FWS) protocols.
Contractor Qualifications.
• Must have experience with commercial land management that includes
identifying, cutting and piling trees.
• Maintain active registration in SAM.gov.
• Follow federal, state, and local codes.
• Follow all FWS safety, security, and operational protocols.
2. Place of Performance & Period of Performance
Work Location:
Rainwater Basin Wetland Management District, south central Nebraska
Peterson Waterfowl Production Area (WPA): N S24 T6N R21W, located approximately 3
miles south of Bertrand, NE in Gosper County. The project area is 271 acres and is located
within the 1,162-acre WPA (see map) The project area is located west of 438 Road.

Begins October 1, 2026. Must be completed within 90 days.
Working Hours:
Monday–Friday, 8:00 a.m.–4:30 p.m.
Non-duty hours:
Evenings, weekends, and Federal holidays. New Year’s Day, Martin Luther King JR.s’s
Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day,
Veteran’s Day, Thanksgiving Day, Christmas Day).
3. Scope of Work
• Identify trees for cutting and piling
a. All trees should be cut, except for the following shrubs: plum and sumac.
Trees are variable in size.
b. The project area includes trees found in the ROW and parking lots.
c. Any trees found growing into the barbed wire of the boundary line fence
should be excluded if they cannot be accessed without cutting the fence.
d. The mature cedars and ponderosa pines that make up a shelter belt on are
along part of the south project boundary line should be excluded.
• Cut all trees as close to flush with ground as possible
• Treat all stumps with herbicide (except cedar). Herbicide must be approved by US
Fish and Wildlife Service prior to use.
• Pile trees in piles. Size of piles: approximately 15 feet tall, and 50 feet in diameter. All
piles must be located at least 100 yards interior from the property boundary line.
Piles may not be placed in the wetland. US Fish and Wildlife Service staff will meet
with contractor at site prior to beginning project to identify pile locations.

6. GFE/GFI Government Furnished Equipment/Information:
Government will provide site access and any available system documentation. Both areas
are open to approved public use activities during the performance period, including
hunting. Fall hunting seasons include waterfowl, deer, and upland game.

Evaluation will be completed by US Fish and Wildlife Service staff.
