FDRF Camera Systems Upgrade

Statement of Work (SOW) NASA Langley Research Center (LaRC) Flight Dynamics Research Facility (FDRF) Camera System Upgrade 1. Objective Provide all labor, materials, equipment, engineering, programming, integration, testing, and training necessary to upgrade the camera acquisition and control system supporting the NASA Langley Research Center FDRF in Hampton, Virginia. The objective of this project is to replace existing camera equipment with new 4K-capable video capture and control technologies while maintaining integration with designated Government-Furnished Equipment (GFE). 2. Scope of Work 2.1 Removal of Existing Equipment Disconnect, remove, and turn over to the Government the following existing equipment: • Two (2) Panasonic Compact Cameras • Two (2) Panasonic PTZ Cameras • One (1) Panasonic Tracker Camcorder All removed equipment shall be handled in accordance with Government property management procedures and delivered to the designated Government representative. 2.2 Retention and Reuse of Government-Furnished Equipment The following GFE shall remain in service and be integrated into the upgraded camera system: • Existing Equipment Rack • Blackmagic VideoHub -- 1 of 6 -- • Four (4) Blackmagic HyperDeck Recorders • Blackmagic MultiView 16 • Christie Monitoring Displays • Two (2) Panasonic AG-HMR10 Recorder/Players Inspect, test, and reconnect retained GFE as required for integration within the upgraded system. 2.3 Camera System Upgrade Furnish and install the following equipment and associated infrastructure: Compact Camera Replacement • Install two (2) 4K60, 12G-SDI compact cameras with 27x optical zoom on the existing C-strut mounting structure. • Replace existing coaxial cabling with new RG6 12G-SDI cabling. • Utilize existing CATx cabling for PoE power delivery. • Install new CATx control cabling and RS-232 adapters for joystick control integration. Signal Extension • Install two (2) 12G-SDI equalizers/extenders to support reliable signal transport exceeding 30 meters. PTZ Camera Replacement • Install two (2) UHD 4K60 PTZ cameras with 30x optical zoom. • Replace existing coaxial cabling with new RG6 12G-SDI cabling. • Utilize existing CATx cabling for PoE power. • Provide new CATx control cabling and RS-232 adapters for joystick controller integration. Camcorder Replacement • Install one (1) 4K professional camcorder with 24x zoom capability. • Provide one (1) remote terminal switch for quick play/stop functionality. -- 2 of 6 -- • Utilize existing HDMI infrastructure for video transport. Camera Control • Install one (1) PTZ joystick controller capable of controlling all installed cameras. 2.4 Programming and Control Provide all programming and system configuration required for operation of the camera system. Programming services shall include: • Camera routing and control configuration • Preset management • PTZ control functionality • Basic user interface development and configuration • System commissioning and operational verification Any advanced programming, specialized automation, custom integrations, or functionality beyond the defined project scope shall be subject to separate review and pricing. 2.5 System Integration, Testing, and Commissioning Configure, integrate, test, and commission all installed equipment. Testing shall verify: • Camera operation and image quality • Video routing and switching functionality • Recording system operation • Camera control functionality • Signal integrity across all installed cabling • Compatibility with retained Government-Furnished Equipment where feasible All newly installed camera equipment shall support 4K video signal operation. 2.6 Training Upon completion of installation and commissioning activities, Provide onsite operator training for designated Government personnel. Training shall include: -- 3 of 6 -- • Basic camera operation • PTZ controller operation • Recording system overview • System startup and shutdown procedures • Basic troubleshooting procedures 3. Deliverables At project completion, the contractor shall provide: • Removal and turnover of retired camera equipment • Fully installed and operational camera system • Functional integration of designated Government-Furnished Equipment • System testing and commissioning • Operator training for designated personnel • Manufacturer documentation and connection accessories supplied with installed equipment • Delivery location is 20 Langley Blvd Hampton, VA 23666. Building 2105 Mail Stop 343 • Lead time for materials is four weeks 4. Assumptions • Government personnel shall provide access to the facility during normal working hours. • Existing power, network, and facility infrastructure required to support the installation shall be available and operational. • Existing CATx pathways and infrastructure are suitable for reuse. • Government-Furnished Equipment identified for reuse shall be serviceable and operational. • Any required IT approvals, network configurations, or cybersecurity requirements shall be provided by the Government. • No structural, electrical, or construction modifications are included unless -- 4 of 6 -- specifically identified herein. -- 5 of 6 -- 5. Acceptance Criteria The project shall be considered complete upon: 1. Installation of all specified equipment. 2. Verification of camera, routing, recording, and control functionality. 3. Completion of operational testing and commissioning. 4. Delivery of operator training. 5. Government acknowledgement that the installed equipment performs in accordance with this Statement of Work. -- 6 of 6 --
