Attachment 2 – Statement of Work FA460826QC016 Page 1 of 4 Statement Of Work, Version 3, Current as of 02 June 2026 Bryan Bell Fitness Center Bleacher replacements 709 Langley Dr. Barksdale AFB, LA 71110 DESCRIPTION OF SERVICES: The purpose of this contract is to remove and dispose the existing bleachers in the basketball court that is compliant with the industries regulations and standards. The primary focus for the renovation is to upgrade the existing malfunctioning bleachers in gym, which has outlived its lifespan and is not ADE compliant. The basketball court has retractable bleachers that are not compliant with industry regulations and standards. The contractor shall supply materials, equipment, machines, tools, appliances, services, supplies, and incidentals associated with the construction on Barksdale AFB SrA Bryan Bell Fitness center. In addition, the Contractor shall remain completely responsible for all deliverables in full compliance with the requirements of this contract. If the Contractor elects to do fast track construction, approval for any part on this design by the government does not constitute overall project approval. The Contractor shall be responsible for all conflicts that arise from coordination of design and construction. Contractor shall adhere to all criteria as specified in the following: 1.2 Demolition and Removal: The Contractor shall remove and dispose existing gym bleachers in gym (2 sets) and install new bleachers in gym on each side. All demolition debris removed from the site and off Barksdale AFB. The Contractor shall be responsible for all disposal permits and regulation requirements. The Contractor shall coordinate with the Base Civil Engineer Group (CEG) or Squadron (CES) to confirm proposed haul route and access gate locations and transportation of any imported/exported demolition or borrow materials within and outside the Base. 1.3 Installation: Contractor shall install 2 bleachers with manual operation, 4 tiers high, 100' long (wall to wall with no end rails), 3 aisles, aisle rails, 237 plastic seats with 6 ADA spaces. Installation, construction, and miscellaneous repair actions include but are not limited to the specific items listed, refer to specific finalized site designs for guidance. BACKGROUND: 2 FSS/FSVS has bleachers in the basketball court and gymnasium that require replacement to adhere to current industry regulations and safety standards. The retractable bleachers in the basketball court are non-compliant, and the gym bleachers have exceeded their service life and are no longer ADE compliant. This project will ensure a safe and functional environment with updated, compliant seating. DELIVERY AND INSTALLATION: Sixty (60) Days ARO. ACCEPTANCE CRITERIA: C.E. and Fitness Management personnel will be the officials to accept the completed project. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will provide reasonable workspace for the contractor to perform the requested duties. There are no covered or secure storage areas available. The contractor will provide all equipment and storage media necessary to perform tasks. -- 1 of 4 -- Attachment 2 – Statement of Work FA460826QC016 Page 2 of 4 Visitor Control Center prior to expecting base entry to receive required forms and instruction on the application process, to include estimated time of receiving the visitor pass. Other option is for the contractor to contact Brandon Waller at 318-456-2995, once the driver is 30 min from the east gate (industrial gate), so an escort can be provided to meet the driver, and/or installation crew, to get their visitor pass. Although contractors will not be issued vehicles passes, vehicles are subject to search while on the installation. Employee privately owned vehicles will not be allowed access to restricted/controlled areas without a free zone being established. All Contractor vehicles should have markings with the company name for quick identification of ownership and notification if they are involved in an incident. Conduct Requirements: The contractor shall ensure that his/her employees comply with all base traffic regulations and properly conduct themselves while on the base. Retrieving Identification Media. The Contractor shall be responsible for retrieving all identification media including vehicle passes from employees who depart for any reason before the contract expires (e.g., terminate for cause, retirement, etc.) The Contractor and contractor employees shall comply with base traffic regulations. Weapons, Firearms, Ammunition. Contractor employees are prohibited from possessing weapons, firearms, and ammunition on themselves or within their contractor or privately owned vehicles while on base. The Contractor shall be responsible for safeguarding all government property, and controlled forms provided for contractor use. At the end of each work period, Contractor shall secure all Government facilities, equipment, and materials. The contractor shall be responsible for the quality of all completed look. The contractor shall also ensure that furniture has been inspected for durability, material defects, and physical operational checks of office furniture completed. The contractor will be responsible for safeguarding government property. SAFETY: The Contractor shall have a safety plan for their employees. The Contractor shall instruct each employee in the recognition and avoidance of unsafe conditions and regulations to his or her work environment to control or eliminate any hazards or other exposure to illness or injury. The Contractor shall provide their employees appropriate Personal Protective Equipment (PPE) and mandate proper wear. Accident/Incident Reporting and Investigation. Contractor shall record and report to the 2d Security Forces Squadron Law Enforcement Desk at (318) 456-2551 all available facts relating to each instance of accidental damage to Government property or injury to either Contractor or Government personnel.
