Page 1 of 7 STATEMENT OF WORK Roof Replacement for Cudjoe Quarters #8 Cudjoe Key, Florida March 30, 2026 Asset #: 10051054 Work Order #: PART 1. GENERAL 1.1. Bid Item No. Roofing Cudjoe Key Quarters #8 is located at 21920 Disturbed Pine Road on Cudjoe Key, Florida. This house is owned by the U.S. Fish and Wildlife Service and is part of the Florida Keys National Wildlife Refuge Complex. The house is an elevated one-story residence approximately 1163 square feet. The house was built in 1994, and the current roof has outlived its lifecycle. This work is necessary to address deficiencies in the existing roof structure and to provide a reliable, long-term building envelope that protects federal assets, supports continued facility use, and reduces the risk of future structural deterioration, water intrusion, and storm-related damage. The work shall include demolition, structural framing modifications, roof deck installation, underlayment, flashing, trim, ventilation, and final installation of the new roofing system in accordance with applicable building codes, manufacturer requirements, and approved plans. The Roof Replacement for Cudjoe Quarters #8 scope of work shall include all associated work, including but not limited to: a. This project consists of the complete removal and replacement of the existing roof structure and roofing system on the subject building. The existing roof shall be demolished and replaced with a newly constructed 3:12 slope hip roof system finished with an aluminum standing seam metal roof. The work is intended to provide a durable, code-compliant, wind- resistant, and corrosion-resistant roof assembly suitable for long-term service in a coastal and high-exposure environment. b. The Contractor shall furnish all labor, supervision, materials, equipment, tools, transportation, temporary protection, inspections, disposal, and incidental items necessary to complete the work. All work shall be performed in accordance with applicable federal, state, and local codes and regulations, manufacturer installation requirements, and approved construction documents. c. The work shall include the complete removal and lawful disposal of the existing roofing system, including roofing material, underlayment, flashing, trim, fasteners, and other associated roof components. The Contractor shall also remove the existing roof framing and structural elements to the extent necessary to reconstruct the roof to the required 3:12 pitch and -- 1 of 7 -- Page 2 of 7 hip roof configuration. Any deteriorated, damaged, or non-code-compliant roof framing, roof decking, or related structural members encountered during demolition that would affect the performance or integrity of the new roof system shall be replaced as part of this project. d. The Contractor shall reconstruct the roof framing system as necessary to create a uniform and structurally sound 3:12 slope hip roof, which includes extending the roof structure over the porch. This work shall include all required rafters, hip framing, ridge framing, blocking, bracing, connectors, anchors, and fastening necessary to provide a complete structural roof assembly properly integrated with the existing building. The Contractor shall verify field dimensions and existing conditions prior to construction and shall ensure all framing is properly aligned, adequately supported, and securely fastened. e. New roof decking shall be installed where required to support the new roof system. Roof decking shall be exterior-grade and of sufficient thickness and fastening to meet structural, code, and manufacturer requirements for the installed roof assembly and design wind loads. Any roof deck material found to be deteriorated, water-damaged, or otherwise unsuitable for reuse shall be removed and replaced. f. The Contractor shall install a complete weather-resistant roof underlayment system compatible with the aluminum standing seam roof assembly. The underlayment system shall include self-adhering waterproof membrane at eaves, penetrations, valleys, and other critical transition points, as well as a high-temperature synthetic or other manufacturer-approved underlayment across the roof deck as required to provide a continuous secondary moisture barrier. g. The new roof shall consist of a complete aluminum standing seam metal roofing system installed over the reconstructed roof framing and decking. The roof system shall be configured as a hip roof with a 3:12 slope and shall include all panels, concealed fasteners, clips, flashings, closures, trim, sealants, and accessories necessary to provide a complete, watertight, and serviceable installation. Roofing materials and attachment methods shall be suitable for the building location and exposure and shall meet applicable wind uplift, weather resistance, and corrosion resistance requirements. h. The Contractor shall provide and install all flashing and trim required for a complete and functional roof assembly, including but not limited to drip edge, fascia trim, ridge and hip caps, valley flashing where applicable, penetration flashing, closure systems, and all transition or termination flashing necessary to ensure the roof system is fully weatherproofed. All roof system components shall be compatible in material and finish to minimize the potential for galvanic corrosion and premature failure. i. Where applicable, the Contractor shall modify, reconnect, or replace roof ventilation and drainage components as needed to accommodate the new roof geometry and ensure proper roof performance. The completed roof system shall provide positive drainage and shall be installed in a manner that prevents water intrusion, ponding, or other performance deficiencies. -- 2 of 7 -- Page 3 of 7 j. The Contractor shall protect the building, adjacent structures, utilities, equipment, and surrounding site from damage during demolition and construction activities.
