STATEMENT OF WORK (SOW)
For
Flight Control Surface Freeplay Inspection Set, P/N 3867AS1645-1
SCOPE
This SOW addresses the manufacture and delivery of quantity one (1) of the F/A-18 Flight Control Surface Freeplay Inspection Set, P/N 3867AS1645-1. This procurement is in support of
VFC-204 Sand-up effort at NOLA.
GOVERNMENT FURNISHED INFORMATION (GFI):
Technical Data Package (TDP): Naval Air Systems Command Drawing 3867AS1645-1, most recent revision (Labeled: 3867as1645-1 TDP Portfolio All DWGs Combined Rev -). This TDP contains drawings 3867AS1645-1r-s2, 3867AS1646-1r-s6, 3867AS1647-1r-s4, 3867AS1648-1r-s7, 3867AS1649-1r-s1, 3867AS1658-1r-s1 and 3909AS9999.
REQUIREMENTS
Manufacture and Assembly. The Contractor shall provide materials and services to manufacture and assemble the Flight Control Surface Freeplay Inspection Set, P/N 3867AS1645-1, in accordance with the United States NAVY (USN) approved design. The manufacture and assembly shall be performed at the Contractor’s facility.
Serialization. The Flight Control Surface Freeplay Inspection Set, P/N 3867AS1645-1, shall be assigned serial number 221236125. An NSN has been established by the Government to be 6R-D-4920-016980344-OF.
PRODUCTION DELIVERIES, INSPECTION AND ACCEPTANCE
Delivery: The Contractor shall deliver the PSE end item listed above. The PSE shall be delivered to the Government within 90 days after contract award.
Packaging, Storage, Handling and Transportation (PHS&T): The Contractor shall preserve and pack materiel IAW ASTM D3951-18 (excluding paragraphs 4.2-4.3) and require the same by vendors and subcontractors (for materiel being shipped to the government).
Packaging: The use of loose fill materials, asbestos, excelsior, newspaper and shredded paper (all types) are prohibited. In addition, all Wood Packaging Materials (WPM) shall be heat treated or chemically treated in accordance with the requirements of the International Standards for Phytosanitary Measures (ISPM) 15:2009, "Regulation of Wood Packaging Material in International Trade."
Marking: Marking shall be in accordance with MIL-STD-129R. Additionally, special marking labels (fragile, delicate, etc.) shall be applied to all units, intermediate and shipping containers as an integral part of the total pack. The contractor shall select the appropriate special marking label (s) as additional means to protect the items during packaging, handling, storage, transit and removal from the pack.
Transportation: Transportability issues shall be identified and addressed to ensure all shipments can be transported with unrestricted movement via over-the-road transport. Transportability problem items shall be identified in accordance with MIL-STD-1366E criteria. Requirements for shipment of DOD materiel shall meet, as a minimum, the requirements of the following rules and regulations, as applicable to the mode of transportation in the Defense Transportation Regulation, DTR DOD 4500.9-R, Part II, Uniform Freight Classification Rules, National Motor Freight Classification Rules, and American Trucker’s Association Rules.
Inspection/Acceptance: Inspection and Acceptance will be at the Contractor’s facility by DCMA or authorized Government representative.
All orders shall be delivered Monday through Thursday to the following address, unless otherwise specified. The Contractor shall notify F/A-18 Weapons Systems Manager (WSM) prior to shipment.

5. PACKING, STORAGE, HANDLING AND TRANSPORTATION (PHS&T):
5.1 Packing Requirements:
Packing shall be in accordance with ASTM D3951-18 (excluding para 4.2-4.3) utilizing weather resistant box and require same by vendors and subcontractors (for materiel being shipped to the government). 5.2 Markings:

5.3 Transportation:
Ensure safe transportation of packaged items at the lowest rate to the point of delivery and shall meet, as a minimum, the requirements of the following rules and regulations, as applicable to the mode(s) of transportation to be utilized:
(a) Postal Regulations
(b) Department of Transportation Regulations
(c) Civil Air Regulations
(d) Uniform Freight Classification Rules
(e) National Motor Freight Classification Rules
(f) American Truckers' Association Rules
(g) Other applicable carriers' rules
(h) Military Air Regulations for dangerous materials
Consolidation of Shipments. All exterior packs of 1.5 cubic feet or less having no single dimension (length, width, height) exceeding 40 inches (and when the total number of such containers in any individual shipment exceeds 25), shall be unitized in accordance with ASTM D3951-18. Dangerous goods shall be prepared for shipment according to applicable Department of Transportation (DOT) regulations and international regulations in effect at time of shipment. Shipments by parcel post shall comply with Postal Regulations.
