Requirement 1.1. The Contractor shall provide all supervision, personnel, equipment, tools, transportation, materials, supplies, off base storage and disposal as required to perform removal and installation of carpet and floor tile at Whiteman Air Force Base (WAFB), Missouri. The Government will not provide storage for excessive carpet, tiles, or materials apart from up to two boxes of carpet tile and/or hard tile at the installation location if requested on the delivery order. The Contractor shall provide material to include but not limited to vinyl composition tile (VCT), luxury vinyl tile (LVT), rubber flooring, adhesives for tile and accessories, rubber cove base, ceramic tile, porcelain tile, Quarry tile, grout, seam sealers, floor patch, rubber transition strips, rubber stair thread, nosing and riser, wood base sealers and finishes, fastening and all hardware and other materials as needed and technically accepted by the designated Technical Point of Contact (TPOC) and approved by the Contracting Officer (CO). The Government shall identify all carpet and carpet adhesives required for a particular project in the SOW for that project. All products shall be stored and applied per manufactures guidelines. Occasionally, projects may require using material provided directly from the Government. This type of work will be specified in the delivery order and billed under the specific Contract Line- Item Numbers (CLINs). All work shall be in accordance with applicable federal, state, and local regulations, specifications, commercial practices, industry standards, and this SOW. Any substitutions of Contractor supplied material, or products will be approved by the Government. At the completion of each project, the Contractor shall remove all materials unless specified in writing by the Government. This introduction describes materials and work in general terms and shall be used in conjunction with the entire SOW. Work includes but is not limited to the following: 1.1.1. Removal of existing flooring and accessories; installation of new flooring and accessories. Sanding and finishing wood base. Removal of existing stair treads, landing and risers. Lifting, moving and relocating furniture to facilitate the installation of the new material and upon completion, replacing the furniture to its original location. Work area clean-up includes removal of all debris, cleaning and removing all exposed adhesives, and vacuuming of carpeted areas to a clean condition with no visible defects. 1.1.2. Installation of new flooring, trim, stair treads, nosing, risers, stringers, and accessories shall be in accordance with the products listed in this SOW and Manufacturer’s specifications. 1.2. The Contractor shall furnish to include but not limited to all: flooring materials, seam sealer, seam tape, tack strips, tools, equipment, supplies, accessories, etc. required to remove, prep, and install all floor coverings. 1.3. Prior to contract award, Contractor shall supply the Government with samples and product literature of all products specified in the SOW. Samples will be approved by the Government and -- 3 of 28 -- Carpet & Tile Flooring Requirements March 28, 2025 Page 4 of 28 limited to selections the Contracting Officer (CO) approves, based on technical recommendations from the Technical Point of Contact (TPOC). The following information is required: A. Description of products to be provided; technical data showing compliance with specifications. B. Application and installation instructions, including proposed deviation from specifications. C. The Contractor shall supply a tile pallet board showing the types and colors of all tiles and other products that can be installed. 1.4. Material Disposal: Contractor shall be responsible for providing dumpster and/or hauling service for each delivery order. The Government shall not furnish the Contractor with a dumpster. If a dumpster is used the Contractor shall inform the Government of the size of the dumpster needed for the job and will place the dumpster in the location as directed by the Government. 1.5. Work Locations: Whiteman Air Force Base is in Johnson County, near the town of Knob Noster, Missouri. The work occurs in various buildings in indefinite quantities. All work shall be done with the buildings occupied and immediate work area unoccupied. The Contractor shall coordinate all work with the designated Technical Point of Contact (TPOC) and the occupants. 2. Contractor Responsibilities 2.1. Carpet and Tile Procurement: The Contractor shall procure and deliver all flooring materials, adhesives, underlayments, and trim required to complete each task order as specified. All procured materials must be new, unused, and free from defects. 2.2. Carpet Installation: (General information) Installed carpet must be even, uniform,
