Statement of Work for BSL-2 + Lab 247 Floor Replacement BACKGROUND: The USDA-ARS Foreign Disease/Weed Science Research unit has a laboratory at 1301 Ditto Avenue, Frederick MD, 21701, that needs to have a seamless, durable and slip-resistant surface. It has been determined that an epoxy flooring system with coved edges is needed. 1. Scope of Work The contractor shall provide all labor, materials, supplies, specialized equipment/tools, transportation, and supervision to supply and install Epoxy Flooring System at Building 1301. The contractor shall include all services and field labor, equipment (including rigging and material handling equipment), materials, testing and personal protective equipment necessary to perform the work. The contractor shall provide all professional services necessary to complete the physical inspection, demolition, installation, and testing of a new high performance epoxy flooring system. All processes of this project shall meet or exceed the manufacturers and industry standard requirements. A project schedule shall be provided by the contractor prior to starting work. The new floor will be installed in two stages. There is too much existing lab equipment to move everything out of the rooms. The Contractor shall assist the Owner in moving the existing floor equipment (i.e. 2 biosafety cabinets, a centrifuge, fridges, incubators and freezers) to one side of the room, then back to the other side, in order to complete the floor. Then back to their original locations when the floor is completed. ARS staff will remove all tabletop equipment. The Contractor shall ensure all concrete slabs scheduled to receive seamless flooring are tested using the Calcium Chloride test method (ASTM F 1869-98) to determine if moisture vapor transmission rates are within limits acceptable to the manufacturer. Provide an OPTION 1 cost to install a compatible moisture barrier or primer if testing shows it is needed. The contractor shall provide all management, labor, and materials to remove existing VTC floor tile and install a multi-coat resinous epoxy flooring system. Demolition: Remove existing tile, mastic, and baseboards. Substrate Prep: Clean concrete of all adhesives to achieve a bare surface. Installation: Apply primer, base coats, and high-performance, UV resistant topcoats. The areas included in this SOW are the BSL2+ Lab 247, with 247A and 247B rooms. The grand total is approximately 1,060 square feet. There is also approximately 205 lineal feet of 4" cove base in this area. The contractor will perform the following: The building HVAC system has HEPA filters in each of the room’s exhaust and supply ducts. They will have to be covered to protect them from dust during this project. The contractor shall cover existing casework and equipment and hang plastic sheeting over doors to retain the dust. Provide temporary ventilation as needed. Remove the existing VCT tile and mastic while keeping dust generation down. Mechanically prepare the floor for the epoxy installation. Route out any cracks in the existing concrete and fill per the manufacturer’s recommendations. Install by an experienced Seamless Epoxy Quartz Floor Installer, a LSP SeamTek Type 3, Life Specialty Coating Installer, Resinwerks Floor Coating System Installer, Dixon Superior Epoxy Flooring, or approved equal by the COR and applied at a minimum floor finish thickness of 3/16". System shall be sealed with UV Resistant Epoxy resin topcoat. System shall have a mild skid resistant texture. All epoxy resins shall be 100% solids for low odor and job-site safety during installation. The Contractor shall provide samples of a minimum of 3 different floor finishes for Owner approval. Samples shall be a minimum of 16” x 16”. Equipment and services provided by the Government for contractor use are listed below: None provided. 2. Technical Requirements Surface Profiling: Mechanically grind or shot-blast the concrete to a Concrete Surface Profile (CSP) per manufacturer’s recommendation to ensure mechanical adhesion. Repair: Patch all cracks, chips, and spalling with compatible resinous fillers to ensure a monolithic finish. Cove Base: Install an integral 4 inch troweled cove base to seal the wall-to-floor transition. Slip Resistance: Finish must meet a minimum Dynamic Coefficient of Friction (DCOF) of 0.42. 3. Performance Standards Required Result Performance Standard Monitoring Method Substrate Adhesion Mechanical grind to CSP 2-3; no remaining mastic/glue Visual Inspection Finish Uniformity Max 1/8" deviation from plane; seamless transitions Leveling Test Floor Thickness Verification Contractor shall take 3 random cores through system to substrate, prior to applying final seal coat, to verify proper floor thickness. Repair cored areas to match surrounding surface prior to applying final seal coat. Remove and replace areas with less than specified thickness, in a manner that does not affect aesthetics or integrity of overall floor. Visual inspection 4. Deliverables & Schedule Submittals: Product data, safety data sheets (SDS), and certified color samples for approval before commencement. Work Hours: Typically 7:30AM to 3:30 PM, unless otherwise coordinated to allow for 24-hour curing cycles. Warranty: Minimum 1-year workmanship and 5-10 year manufacturer material warranty. 4.1 Base Bid The contractor shall provide a detailed proposal and cost breakdown for the entire project including submittals for proposed equipment and materials. Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Provide a separate Option 1 cost for a vapor barrier membrane. Option 1 will not be awarded in the contract, but will be issued as a change order if deemed necessary during the installation. 4.2 Site Visit Contractor must attend the Pre-Bid Meeting on site.
