The U.S. Embassy Freetown and Overseas Buildings Operations (OBO) has a requirement to replace the existing roofs on the New Office Building (NOB), Recreation Building (REC), and the Compound Access Control Buildings (CACs). B. The approximate roof areas of each roof are as follows: 1. NOB Floors 2 & 3 10,000 sq. ft. 2. NOB Lower Level 10,500 sq. ft. 3. NOB Upper Level 2,500 sq. ft. 4. REC 2,500 sq. ft. 5. CACs (combined) 7,500 sq. ft. C. The work includes, but is not limited to, the following: 1. Removal and disposal of existing roofing, flashings, and insulation down to the structural concrete deck. 2. Clean deck to base concrete. 3. Installation of hot rubberized asphalt membrane. 4. Installation of new base flashings and counterflashings at penetrations, curbs, walls, and perimeters. 5. Installation of protection course, drainage course, new XPS insulation, filter fabric, and concrete pavers in a PMR configuration. 6. Lowering of roof drains, scuppers, conductor heads, and downspouts to accommodate new membrane levels. 7. Temporarily disconnecting, rerouting, & reinstalling of existing conduits, lightning protection, and piping on roofs. 8. Removal of abandoned penetrations, curbs, and equipment. 9. Painting of ferrous metals, including drain strainers, pipes, etc. 10. At NOB front and rear entrance canopies, troubleshoot and repair leaks. 11. Apply vapor-permeable coating of inside of parapet above counterflashing (CACs only). 1.02 SUBMITTALS: A. Detailed project schedule showing work phasing and proposed daily progress. B. Applicator's License Certificate: Roofing material manufacturer's agreement indicating date application was approved and expiration date. C. Material manufacturer's product data sheets, written approval/acceptance of specified tests for project, fastener pattern layout, details, insulation, and all related materials based upon existing site conditions. D. Shop Drawings of all specific waterproofing details. E. Construction Accident Prevention Plan (CAPP) F. Contractor’s & manufacturer’s warranties that are to be issued upon project completion. 1.03 SUBSTITUTIONS AND PRODUCT OPTIONS: A. Contractor's Representation: Request for substitution constitutes a representation that Contractor: -- 3 of 53 -- NOB ROOF REPLACEMENT FREETOWN, SIERRA LEONE 06.01.2026 SUMMARY OF ROOF WORK 01010 - 2 1. Has investigated proposed product and determined that it is equal to or superior in all respects to that specified. 2. Shall provide same warranties for substitution as for product specified. 3. Shall coordinate installation of accepted substitution into Work and make such other changes as may be required for Work to be complete in all respects. 4. Waives all claims for additional costs, under his responsibility, related to substitution which subsequently becomes apparent. 5. If substitution is not approved or accepted, Contractor shall furnish specified product. 1.04 QUALITY CONTROL: A. Overseas Buildings Operations has the right to inspect and test all services, to the extent practicable at all times and places during the work. OBO may perform full-time quality assurance inspections [QAI] and tests during construction to confirm the work is installed according to the Contract Documents. B. Contractor shall maintain quality control over suppliers, manufacturers, products, services, site conditions, and workmanship to produce work of specified quality. C. Contractor shall be approved by manufacturer to perform the work for the specified guarantee period. D. Contractor shall be responsible for the following construction inspections and tests: 1. Roof Metal Manufacturer’s Warranty Inspection 1.05 STORAGE OF MATERIALS: A. Proper storage of materials is the sole responsibility of Contractor. Protect all materials susceptible to moisture including, but not limited to, all roll goods, insulation, wood, and plywood in dry, above ground, watertight storage. Keep all labels intact and legible, clearly showing the product, manufacturer, and other pertinent information. B. Store materials on site. Cover and protect materials subject to damage by weather, including during transit. Stored materials shall be available for inspection. C. Store flammable and volatile liquids in sealed containers located a minimum of 20 feet from existing buildings. D. Liquid products shall be delivered sealed, in original containers. Store roll goods in an upright position. E. Distribute material, debris, and equipment over the roof deck to avoid damage to the structural deck. Place materials and equipment to be stored on the roof as nearly direct over structural members as can be determined. Secure equipment, material, and debris on the roof to prevent movement by wind or other elements. 1.06 PROJECT PROCEDURES: A. Embassy will occupy premises during entire period of construction for the conduct of normal, daily operations. Cooperate with Embassy's Representative in all construction op…
