1.0 MISSION SCOPE
The Contractor shall provide all resources, including labor, tools, equipment, materials, and transportation, to perform preventative and corrective maintenance on designated physical security systems at Officer Training School (OTS) locations. The primary objective is to maintain Full Operational Capability (FOC) of the existing infrastructure. Additionally, the Contractor shall identify requirements for future technological upgrades to existing systems and, when required, provide cost estimates for temporary or permanent expansion to Location C, based on direction from the OTS Contracting Officer Representative (COR) and subject to final approval by the 42 CONS Contracting Officer. 2.0 PERFORMANCE REQUIREMENTS
2.1 Initial System Survey
Within thirty (30) days of contract award, the Contractor shall conduct a comprehensive baseline survey of all covered equipment. The Contractor shall deliver a report identifying equipment recommended for replacement or upgrade due to obsolescence or degradation. The Contractor shall maintain the system in its current configuration unless the Contracting Officer (KO) authorizes an upgrade or expansion via contract modification.
2.2 Preventative Maintenance (PM) & Consumables
The Contractor shall perform scheduled inspections and maintenance in accordance with original equipment manufacturer (OEM) specifications. The Contractor shall provide and install all consumable materials required to maintain system functionality, including but not limited to backup batteries for control panels, Uninterruptible Power Supplies (UPS), gate function, wireless sensors, as part of routine Preventative Maintenance.
2.3 Corrective Maintenance (CM) & Equipment Replacement
The Contractor shall repair or replace malfunctioning or degraded equipment to restore the system to full operational capability. When an exact component is no longer available, the Contractor shall procure and install a compatible model of equal or greater capability at the discretion and approval of the Officer Training School COR and 42 CONS contracting Officer.
2.4 Software and Firmware Management
The Contractor shall monitor and apply necessary software patches and firmware updates. Any update requiring hardware modification or incurring additional cost shall not be implemented without a written risk and cost analysis and prior approval from the COR.
3.0 DATA DELIVERABLES
Note: All deliverables shall be submitted to the COR in accordance with the Contract Data Requirements List (CDRL).

4.0 SECURITY AND ACCESS
4.1 Base Access Credentials
Contractor personnel shall maintain unescorted base access credentials in accordance with installation security policies. Personnel are subject to background vetting (e.g., NCIC-III checks) at the Visitor Control Center (VCC). The Contractor is responsible for ensuring all employees meet “Fitness for Access” criteria.
4.2 Reporting Requirements
The Contractor shall report any loss of base access privileges for any employee to the OTS representative within four (4) hours of the occurrence.

6.0 Security Requirements (Unclassified Services Only)
6.1 Contractor Notification Responsibilities
The contractor shall notify the contracting officer within 30 days before on-base performance of the service. The notification shall include:
1. Name, address, and telephone number of contractor employees working on the contract.
2. The contract number and contracting agency.
3. The location(s) of service performance and future performance, if known.
4. The date service performance begins.
5. Any change to information previously provided under this paragraph.
6.2 Installation Access Requirements
The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Department of the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
The contractor shall submit a written request on company letterhead to the Contracting Officer (CO) listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign a request for base identification credentials or vehicle passes.
