Defense Logistics Agency DLA Installation Management Richmond DM-FRIE G Road Water Main Repair P.2026.00447 STATEMENT OF WORK (SOW) -- 1 of 46 -- Page 2 of 46 • OBJECTIVES The objective is to install a permanent replacement for a damaged section of a 12-inch ductile water main. This will remove the temporary stainless steel repair clamp currently in place and restore the long-term integrity of the water main. • BACKGROUND The existing 12-inch ductile iron pipe has reached the end of its projected service life. A temporary 12-inch stainless steel full circle repair clamp has been installed as an emergency measure to stop the leak. This temporary clamp is not a permanent solution and poses a risk of future failure, which could lead to significant water loss, property damage, and service disruption. This project will provide a permanent, long-term solution by replacing the compromised section of the water main. SPECIFIC REQUIREMENS The contractor shall o Perform all necessary excavation in the affected area to safely expose the damaged section of existing 12-inch ductile iron water main. o Excavation shall be conducted in a manner that prevents further damage to the existing main and protects any adjacent utilities. o Installation up to 20 linear feet of new 12-inch ductile iron water main in affected area. Any leftover pipe to be delivered to building 59B bay and placed on the shelf inside the warehouse (if applicable). o Pipe bedding shall conform to AWWA C600 standards. o The trench bottom shall be over excavated to a minimum depth of 6-inches below the pipe. o Backfill with an approved granular material (such as crushed stone #4, #5, or #57 gravel) and compacted to provide a uniform foundation. o Dispose of the existing 12-inch ductile water main and the temporary stainless steel full circle repair clamp. o After the new pipe is installed and water service is restored, the contractor shall conduct a hydrostatic pressure and leak test in accordance with AWWA standard C600. This test must be witnessed by the PM as a part of the mandatory pre-backfill inspection. Provide 2 business days’ notice for this test inspection. o The repaired section must hold pressure with zero leakage for a minimum of two hours before it can be approved for backfilling. The PM will annotate the start and stop time of the test. o The contractor shall backfill the trench with clean soil, with no large rocks or debris. o Compact with a roller or walk behind compactor etc. then continue. -- 2 of 46 -- Page 3 of 46 o Restore all damaged areas to their original condition that matches the appearance and grade of the surrounding, undisturbed areas. o The contractor shall place a minimum of 4-inches of topsoil over all disturbed areas. Apply a commercial grade grass seed mix and cover all areas with straw. Thoroughly water the entire area after applying the seed and straw. Implement all necessary measures to establish healthy grass. o To minimize surface damage and preserve the surrounding grass, all trenching shall be performed with vertical walls supported by an approved shoring system. The use of sloping, shelving, or stepping of the trench walls is prohibited. o All work requiring the shutdown of the water main and interruption of service must be scheduled and performed during non-peak hours. These hours are defined as weekdays between 6:00 PM and 6:00AM, or at any time on Saturdays and Sundays. o Provide a portable toilet. o The affected area is identified on the map included at the end of this Statement of Work, marked with a black “X”. • CONTRACTOR QUALIFICATIONS o The contractor must demonstrate a minimum of five years of documented experience in performing municipal water main replacement projects of similar size and scope. • PERIOD OF PERFORMANCE Completion date shall be no later than 75 days after notice to proceed. • POINTS OF CONTACT Project Manager (PM)/Sponsor/Contracting Officer Representative (COR) Name: Orville R.
