Chilao Campground Complex – Water System Rehabilitation
General Information
1.0 Scope of Work
The Contractor will be performing water utility and road work in the Chilao area. Water utility work will include installing
pipe following the existing alignment and rerouting at particular areas to run within the roadbed. Supporting work to
include replacement of infrastructure in existing valve boxes, fire boxes, and stand pipes, construction of a new valve
box, rehabilitation of three existing tanks, and replacing appurtenances at four well locations. Road work will include
pulverization and paving of existing roads. The Contractor will be responsible to maintain water service to buildings at
the
Visitor Center and Chilao fire station areas and tie into existing campground loops.
2.0 Background
The Chilao Campground Complex water system was developed by the Forest Service in the 1930s, see attachment
ChilaoSystemHistoricalDrawing. This aged infrastructure is in need of repair to continue serving a fire station, recreation
campsites, visitor’s center, and partners in the immediate area. Repair to the pipeline, valves, tanks, and sources will
ensure delivery of potable water at Chilao. The most recent diagram of the system is shown in attachment
ChilaoSchematic1999.
3.0 Location
The main portion of the work will take place around the Chilao Campground complex which includes the Chilao Visitor
Center (34.32673611, -118.00565556), Chilao Fire Station (34.333400, -118.025400), picnic area, and various
campground loops (Manzanita, Coulter, Little Pines, and Meadow). The four wells are located about two miles north up
State Route 2 Angeles Forest Highway near the 6000 ft PCT Trailhead (34.34963400, -117.96283056) along a trail.
4.0 Estimated Start Date / Period of Performance
The Chilao Campground Complex area is at a high elevation which can have snow and ice during winter months. The
desired start date is Summer 2026 in hopes a majority of the work is completed before winter conditions impact access,
which is not always the case, and to avoid work during the summer as the water system serves a fire station which is
important for fire response. A period of performance of 180 days will be given for the contract from the issuance of the
Notice to Proceed and weather will be taken into account for time extensions. The Forest Service intends to have a
complete closure of the Chilao CG Complex during construction activities to limit disruptions. Contractor will need to
