NOTICE OF INTENT
The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry
contractors of the Government’s intent to award a sole source, firm-fixed priced contract to
Thermo Fisher Scientific. which is a small business concern.

This contract is for commercial products and services under NAICS Code: 334516 - Analytical
Laboratory Instrument Manufacturing 1,000 employees.
Services for which the agency intends to solicit and negotiate with only one source under FAR
13.106-1(b), Simplified Acquisition procedures.
The U.S. Fish and Wildlife Service intends on purchasing Capit-All Flex Instruments. FWS
anticipates an award in July 2026 with a proposed period of performance of a 2-3 weeks after
award, with an estimated total contract value of $88,051.27.
The Conservation Genetics Laboratory provides molecular analytical support for the Fish and
Aquatic Conservation Program throughout Region 5, including population genetics, conservation
genomics, and environmental DNA (eDNA) monitoring. The lab requires enhanced sample-
handling capacity to support expanding program demands. This Statement of Work covers the
acquisition of a Capit-All Flex Automated Decapper, Thermo Scientific Matrix 2D Barcoded
Low-Volume Screw Cap Tubes, and a Sample Storage Starter Pack to increase efficiency,
maintain sample integrity, and improve high-throughput workflows for both eDNA and population
genetics operations.
This announcement constitutes the only notice. This is not a request for competitive quotes. All
responsible sources may submit a capability statement, which must demonstrate clear and
convincing evidence that competition would be advantageous to the Government and would not
be cost or time prohibitive. Responses received from this solicitation will be considered solely for
the purpose of determining whether to conduct a competitive procurement. A determination by
the agency not to compete this proposed contract based upon responses to this notice is solely
within the discretion of the agency.
