STATEMENT OF WORK FOR MAINTENANCE, SERVICE AND REPAIR OF 150 LB. FLIGHTLINE HALON 1211 FIRE EXTINGUISHERS LUKE AFB 19 Mar 2026 -- 1 of 4 -- SCOPE OF WORK: The contractor shall provide all personnel, equipment, tools, materials, and labor necessary to inspect, maintain and service all (up to 175) 56 Maintenance Group flight line wheeled Halon 1211 fire extinguishers at Luke AFB, Arizona in a manner that will ensure their serviceability and prevent deterioration in value or effectiveness. The extinguishers will be inspected/repaired on Luke AFB. 1. CONTRACTOR PERSONNEL: 1.1 Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person, and alternate, shall be designated in writing to the Contracting Officer and Contracting Officer Representative (COR). 1.2 The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. 1.3 The contract manager or alternate shall be available within 48 hours of notification to meet on the installation with government personnel to discuss problem areas. 1.4 Contract Employees. The contractor shall not employ people for work on this contract if such employee is identified by the government as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. Employees are required to pass a background check to be allowed on base. 1.5 All work shall be accomplished by appropriately licensed/certified, experienced person(s) regularly engaged in the inspection, maintenance, and testing of flight line 150 LB Halon Fire Extinguishers in compliance with national fire code criteria and Department of Transportation (DOT) requirements. 1.6 Employee Training. The contractor is responsible for training employees. The personnel employed by the contractor shall be qualified in the maintenance, inspection, repair, and recharging flight line 150 LB Halon fire extinguishers. 2. INSPECTION, MAINTENANCE AND REPAIR SERVICES 2.1 The contractor shall perform annual, 6-year maintenance and 12-year hydrostatic testing on all fire extinguishers at required intervals in accordance with NFPA 10, Technical Order 13F4-4-121 and manufacturer's recommendations. The government will provide a work area and transport all the extinguishers to the contractor for inspection/service. Any required repairs will return a fire extinguisher to full operating capacity. 2.2 Halon: The Government will furnish, at no cost, to the contractor, halogenated (Halon 1211) fire extinguishing agent (as required). 2.3 Labeling. The contractor shall replace fire extinguisher identification labels, classification symbols, all product inspection stickers/plates/decals and other required information labeling if the originals are damaged or missing. Labeling shall be in accordance with the manufacturer's specifications. At no time will the contractor place any labels with their logos on government owned fire extinguishers other than labels for annual, 6-year and 12- year servicing. -- 2 of 4 -- 2.4 Annual Inspection: Most annual inspections will be accomplished by the government. The contractor will be required to sign off the annual inspection on any bottles that they repair. 2.5 6-Year Maintenance: The contractor shall perform complete overhaul maintenance each year on a minimum of 30 extinguishers IAW TO 13F4-4-121. Consumable/minor parts required to be replaced as part of the overhaul ie: tape, lubricant, o-rings, pressure valve/cap assembly, valve stem assembly, pressure gauge, safety outlet, etc…will be included at no additional cost to the government. (tape, lubricant, o-rings, pressure valve/cap assembly, valve stem assembly, pressure gauge, safety outley, etc…) Six-year maintenance shall be recorded on a suitable adhesive metallic label or equally durable material and shall be affixed on the rear exterior of the extinguisher shell. Old labels will be removed. 2.6 12-Year Hydrostatic Testing: As required, the contractor shall hydrostatically test fire extinguishers as part of 6-year complete maintenance. Fire extinguishers that pass hydrostatic testing shall be re-assembled and returned to service. They will have the test information recorded on a suitable adhesive metallic label or equally durable material and be affixed to rear exterior of the fire extinguisher shell. Old labels will be scraped off. Extinguishers that fail the hydrostatic test shall be identified/labeled "Failed Test" and will be left empty, ready for disposition. 3. REPLACEMENT PARTS 3.1 Parts Reimbursement. Contractor shall be reimbursed for parts and materials necessary to maintain fire bottles at market prices as established by supplier paid invoices, with an allowable mark up by the Contractor not to exceed the commercial industry standard for parts mark-up rates. The Contractor will bring a reasonable number of spare parts that could be expected to be replaced each year. (hose assemblies, valves, wheels, etc..) Prior to scheduled contractor visits, the government will provide a list of specific parts needing replacement based on daily/annual serviceability inspections. The Contractor will be prepared to submit original receipts and supporting documents to the COR prior to reimbursement. COR may periodically ask for suppliers paid invoices prior to electronic invoice submission for payment. Failure to furnish suppliers paid invoices may result in non- payment on invoice. 3.2 Only new parts or parts of equal quality that are specified by the equipment manufacturer will be used in effecting repairs and PMI’s. 3.3 Warranty. All work performed shall be covered by a contractor warranty. All parts replaced shall carry manufacturer’s warranty. 4.
