Solicitation for Fire Alarms Repair Services (Multi-Island)

October 2022 PERFORMANCE WORK STATEMENT (PWS) FOR Fire Alarms Repair Services for Maui, Hilo, and Kalaeloa, Hawaii 1.0 General: 1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform Fire Alarms Repair Services, as defined in this PWS. 1.1.1 Objectives: Perform complete repairs, post-repair operation tests, and annual inspections of all active and passive fire protection and life safety features in (UFC 3- 601-02/ NFPA 72):  Buildings 301, 302, and 303 at the Hawaii Air National Guard, 292 Combat Communications Squadron in Kahalui Maui, HI.  Buildings 701, 702, 703, 704, and 705 at the Hawaii Air National Guard, Keaukaha ANG station, Hilo, HI 96720.  Buildings 1922 and 1923 at the 297th Air Traffic Control Squadron in Kalaeloa, Oahu. 1.2 Background: Per UFC 3-601-02, fire detection and suppression systems require annual inspections. Buildings 1922 and 1923 at the 297th Combat Airfield Operations Squadron in Kalaeloa, Buildings 301, 302, and 303 at the 292nd CBCS on Maui (75 Kuleana St. Kahului, HI 96732), and Buildings 701, 702, 703, 704, and 705 at the Hawaii Air National Guard, Keaukaha ANG station, in Hilo are overdue and need to be inspected. However, several fire alarm items/systems in each building need to be repaired before testing. The repairs and inspections/tests shall be performed following all fire codes and regulations, including the requirements stated in this SOW. The Contractor shall perform the following repairs for each building as a minimum (see reports): Maui: - B301:  Replace, Program, and Test the Fire Alarm Control Panel (FACP) (e.g., Four Loop System with 250-Point Loop (IO1000G)).  Replace and Test 2 each 7Ah 12V batteries and the cabinet if needed.  Replace, Program, and Test 2 each Double Action Fire Alarm Pull Station and wiring if needed.  Replace, Program, and Test 4 each Single Action Fire Alarm Pull Station and wiring if needed. -- 1 of 22 -- 2 Ver. October 2022  Replace, Program, and Test 8 each Horn-Strobe unit and wiring if needed.  Replace, Program, and Test 2 each Single Input Modules for 2 Heat detectors. - B302:  Replace, Program, and Test the FACP (e.g., Four Loop System with 250-Point Loop (IO1000G)).  Replace and Test 2 each 7Ah 12V batteries and the cabinet if needed.  Replace, Program, and Test 10 each Double Action Fire Alarm Pull Station and wiring if needed.  Replace, Program, and Test 14 each Heat Detectors and wiring if needed.  Replace, Program, and Test 5 each Horn-Strobe unit and wiring if needed.  Replace, Program, and Test 4 each Bells and wiring if needed. - B303:  Replace, Program, and Test the FACP (e.g., Four Loop System with 250-Point Loop (IO1000G)).  Replace and Test 2 each 7Ah 12V batteries and the cabinet if needed.  Replace, Program, and Test 1 each Double Action Fire Alarm Pull Station and wiring if needed.  Replace, Program, and Test 1 each Bell and wiring if needed.  Replace, Program, and Test 2 each Single Input Module for Heat Detector and wiring if needed. Hilo: - B701, 703, 704, and 705:  Replace and Test 2 each 18Ah 12V batteries and the cabinet if needed.  Replace, Program, and Test 1 each Horn-Strobe unit and wiring (if needed) at the 704/705 Operations Hallway. - B702:  Replace and Test the EOL/capacitor for Zone 2 (e.g., Siemens -100- 01155588 50uF, 50v Capacitor).  Replace, Program, and Test 1 each Flow switch for fire sprinkler riser at Spray booth Bay and wiring if needed. - B704 ICAP Training Room:  Replace and Test the CPU RAM battery (e.g., CR2032).  Replace and Test 2 each 33Ah 12V batteries and the cabinet if needed.  Install and Test 1 each Surge Suppressor at 704 Simplex 4100U Panel. -- 2 of 22 -- 3 Ver. October 2022  Replace, Program, and Test 1 each Pull station at 704 Exit Door and wiring if needed. - B771 Warehouse:  Replace and Test 2 each 7Ah 12V batteries in the Monaco Panel at B704 Hallway and the cabinet if needed.  Further assess Monaco and 4100U FACP for capabilities to interconnect panels for monitoring. Kalaeloa: - B1922 & B1923 (single system for both buildings):  Replace, Program, and Test the Fire Alarm Control Panel (conventional panel with relay support to send signals to King Fisher radio).  Replace, Program, and Test 16 each Smoke Detectors.  Replace, Program, and Test 4 each Stick Heat Detectors.  Replace, Program, and Test 1 each Heat Detector.  Replace, Program, and Test 1 each KingFisher Push Button Kit & Interface Board (Retrieve box number from RDC to order correct frequencies for replacements of panel hardware and antenna with cable).  Replace existing batteries with a possible change in Ah value after panel replacement The Contractor shall submit findings and requirements following NFPA 72 “FIRE ALARM AND EMERGENCY COMMUNICATION SYSTEM INSPECTION AND TESTING FORM” per building. If further repairs are required, the Contractor shall provide a proposal and detailed cost estimate for all repairs/upgrades. All work shall be completed as indicated on this PWS, the Contract drawings, and in accordance with specifications and codes. Contractor personnel shall comply with the State of Hawaii minimum required level of training to work as qualified Fire Alarm systems technician contractors and provide a copy of the license/certification to the contracting officer (for each employee) at the time of contract start. The work shall be performed following all applicable Federal and State codes and regulations, including the requirements stated in this PWS. The Contractor must coordinate with the 154 Civil Engineering Squadron (CES) to access the work site as well as coordinate with the 154 CES environmental section for any hazardous materials storage/disposal. 1.3 Period of Performance (PoP): The Period of Performance shall 180 days.
