STATEMENT OF WORK (SOW) FOR MONACO TECH REFRESH AT COLUMBUS AIR FORCE BASE, MISSISSIPPI 30 JUNE 2026 1 -- 1 of 5 -- STATEMENT OF WORK MONACO Tech Refresh 1. DESCRIPTION OF SERVICES: This is a contract for the tech refresh of two servers and 2 clients to Windows 11 at two locations, Building 998, Fire Department and Building 385, Civil Engineer Squadron. The Government shall not exercise any supervision or control over the contract service providers performing the requirement herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1. Scope: The contractor shall provide all necessary services, materials, and equipment to upgrade the D-21 Fire Alarm Reporting System at two locations. The scope includes the replacement of existing CPUs, servers, and peripheral hardware; the upgrade of system software to D-21 V2; configuration of the new system with the existing database; system validation; operator training; and the provision of project documentation and spare equipment. The contractor is responsible for ensuring the new system is fully integrated, tested, and operational upon completion. The contractor shall ensure all work accomplished in the performance of this SOW meets all applicable Federal, State, local laws, and regulations. 1.2 Place of Performance: Building 998, Fire Department, Building 385, Civil Engineer Squadron and Building 932, Network Control Center. 1.3 Period of Performance: The period of performance will be no later than 31 Dec 26. 2.0. SPECIFIC REQUIREMENTS: 2.1 Equipment Requirements: The contractor shall perform the following tasks to deliver a modernized and fully functional Fire Alarm Reporting System. 2.1.1 System Modernization and Installation: The contractor shall replace and install hardware and software to create a complete and operational system. The final installation must meet the functional requirements for each location. 2.1.2 Fire Department, Building 998 2.1.2.1 Configure the D-21 System with a Point-to-Point Upgrade, which includes: • Point Reporting Software Key Option • One (1) MAAP+ Planner • RFM-X IC Chip Upgrades • Training for client personnel on reprogramming existing Point Reporting panels. 2.1.2.2 Provide and install one (1) primary RFM-X modem and device server, reusing the existing antenna. 2.1.2.3 Provide and install two (2) repair-by-replace server/client CPUs (S1 & S2). Each CPU installation includes: • One (1) tower CPU, keyboard, and mouse. • Configuration with D-21 V2 software. 2 -- 2 of 5 -- • Transfer existing software licenses to the new CPU and provide a new software dongle. • Decommissioning of EM, MAP, and MNS software from the Monaco system. • Providing a copy of the RMF Ready scan results after security standards (DISA STIGs) are applied. 2.1.3 Network Control Center, Building 932. Decommission existing Monaco equipment from the network, leaving it in place for disposition by the base. 2.1.4 Civil Engineering Squadron, Building 385. 2.1.4.1 Provide and install one (1) repair-by-replace CPU (C1), including a tower CPU, keyboard, and mouse. 2.1.4.2 Transfer existing Fire and RMF licenses from a decommissioned CPU to this new workstation. 2.1.4.3 Provide new software dongle. 2.1.4.4 Install one (1) 24-port APL-approved network switch with fiber modules for connectivity. 2.2. Government Furnished Equipment/Services 2.2.1 Provide facility access for performing installation work and training 2.2.2 Provide a single point of contact 2.2.3 Provide lifts and ladders 2.2.4 Ensure monitors not provided has HDMI and display port compatibility 2.2.5 Reprogram (1) MONACO MAP+ fire alarm panel from legacy to point reporting mode 2.2.6 Provide 120 VAC power within 5 feet of installation locations 2.2.7 Provide an electrician as needed 2.2.8 Responsible for decommissioning equipment no longer in use 2.2.9 Provide dark single mode fiber between Building 998, Fire Department and Building 385, Civil Engineer Squadron and provide a test report to MONACO on site personnel 2.2.10 Provide server rack space to house both servers at Building 998 2.2.11 Provide server rack space to house a new 24 port switch at Building 385 2.3 Contractor Required Deliverables: System diagrams and all username and passwords 2.4 Applicable Performance Standards. None 2.5 Normal Working Hours: The Contractor shall perform contract services under this SOW between the hours of 0700 to 3 -- 3 of 5 -- 1600, Monday through Friday, except on Federal Holidays or when the government facility is closed due to local or national emergencies, administrative closings, or similar government-directed facility closings. (State any special hours/days required) The Contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined in this SOW when the Government is not closed for the above reasons. 2.6 Federal Holidays: a. 1 January (New Year’s Day) b. 3rd Monday in January (Martin Luther King, Jr. Day) c. 3rd Monday in February (Presidents Day) d. Last Monday in May (Memorial Day) e. 19 June (Juneteenth Day) f. 4 July (Independence Day) g. 1st Monday in September (Labor Day) h. 2nd Monday in October (Columbus Day) i. 11 November (Veterans Day) j. 4th Thursday in November (Thanksgiving Day) k. 25 December (Christmas Day) l. Any other day designated by federal statute, executive order or presidential proclamation 2.7 Warranty: There will be a one-year manufacturer warranty on all equipment and a one-year warranty on the installation labor. 2.8 Training: Training will be conducted for one hour, going over the proper operation, care and basic troubleshooting of the system, 4 people will be trained, no manuals or materials required. 2.9 System Configuration and Integration: The contractor shall configure all new hardware and software.
