GENERAL INFORMATION
1. This is a combined synopsis/solicitation notice for commercial products/services prepared in accordance with the
format in the Revolutionary FAR Overhaul (RFO) Subpart 12.2, as supplemented with additional information
included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written
solicitation will not be issued.
2. This solicitation is being issued as a: Request for Quotation (RFQ).
3. 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular ((FAC) 2026-01, dated 17 Mar 2026.
4. This acquisition is set-aside 100% for Small Business Competition.
5. North American Industry Classification System Code (NAICS) is 334290 – Other Communications Equipment
Manufacturing..
6. The size standard of 800 employees. All qualified small businesses under this industry are encouraged to submit

This requirement is for the procurement of Hirsch Velocity software licensing along with the necessary hardware
installation and service/maintenance for the duration of the software license. This will be for a base year license,
hardware installation and service/maintenance along with an additional four (4) option years.
Place of Delivery/Performance/Acceptance/FOB Point:
F.O.B. Destination; Kirtland AFB, New Mexico 87117 (exact customer address will be provided in the resulting
contract).

INSTRUCTIONS TO OFFERORS
RFO provision 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition. As prescribed in
RFO 12.205(a)(1), the following instructions are additionally included:
1. Questions may be submitted to the POCs and Contracting Officer listed above no later than 05 August 2026.
Questions submitted after this date may not be answered.
2. Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer
listed above no later than the established deadline.
3. Quotes must be valid for 30 days.
4. All price quotations must be submitted on a separate document. All technical submissions must
also be submitted on a separate document.
5. RFO 52.240-90 Security Prohibitions and Exclusions Representations and Certifications” as
prescribed in RFO 40.205(a)” The Offeror shall review the list of excluded parties in the System for
Award Management (SAM) at https://www.sam.gov for entities excluded from receiving federal
awards for “covered telecommunications equipment or services.”

EVALUATION CRITERIA
RFO 52.212-2 Evaluation-Commercial Items.
As prescribed in 12.205(a)(2), insert a provision substantially as follows:
Evaluation—Commercial Products and Commercial Services (Deviation Date)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible
Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other
factors considered. The following factors will be used to evaluate offers:
1. Technical Acceptability, technical evaluation team will evaluate by assigning a rating of “acceptable” or
“unacceptable”. The Government will evaluate the lowest priced offer for technical acceptability in accordance with
the solicitation. If this is not technically acceptable, the Government will evaluate the next lowest priced proposal

until one proposal is technically acceptable, or until all offers have been evaluated. Only those proposals considered
technically acceptable will receive further consideration for award.
2. Price – Price will be evaluated to be determined to be fair and reasonable in accordance with RFO 12.204.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all
options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if
the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to
exercise the option(s).
Evaluation – Evaluation factors will be determined to be fair and reasonable in accordance with RFO 12.204
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror
within the time for acceptance specified in the offer, shall result in a binding contract without further action by either
party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether
or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
